The Dev Team has not announced that they are working on any decoding program, so it is very possible that a decoding solution will appear only after the jailbreak solution for iOS 4.2, that is, sometime around December.
iOS 4.2 will be released in November, but a jailbreak solution will most likely be available somewhere around December, and I assume that we will also have a decoding solution then. I remind you that on Sunday YOU WILL NOT BE ABLE to decode phones with baseband 05.14.02 and there is no clear date when a decoding solution will be available.
UPDATED: Considering that geohot sa returned in the jailbreak community then there is a fairly small chance that he will make a decoding solution.
