The third beta version of iOS 4.3 was released to developers today, the same day as the release of iOS 4.2.6 for iPhone 4 CDMA. Unfortunately, iOS 4.3 is not available on iPhone 3G or iPod Touch 2G, so if you have these devices, you should get used to the idea that iOS 4.3 will not run on your devices.
Here's what's new in iOS 4.3 beta 3:
1. New APIs implemented.
2. A problem with viewing previews in the Camera application was solved.
3. The error that appeared when accessing the Photos menu in Settings was fixed. If you access that menu without being connected to the Internet, an error appears saying that there is no Internet connection. The function would be implemented in iOS 4.3 together with a system that will automatically upload photos to the mobileme account.
Nothing else for now. iOS 4.3 beta 2 did not bring much and it is possible that beta 3 will bring just as few changes.
