The icon of an application is the first thing you see when you search for applications in the AppStore, when you see the application on a friend's phone, etc. The icon represents the first contact with the application that you will be tempted to try or not. Being the first thing you see, you get a small impression of how that application is built, right? If the icon looks ugly to you, then the app probably won't be that great either, right? I would say that it is incorrect, it is not good to judge a book by its cover or an application by its icon, because you might be proven wrong. Some applications have very beautiful icons but they turn out to be extremely useless, while other applications have icons that are not so well made but are extremely useful.
For me, the icon of an application was very important, until I discovered that everything that is beautiful is not necessarily good. However, the icon must attract you, the icon must make you interested in the application itself, so for some it will matter a lot.
