Spinny is a tweak for iDevices launched during Tweak Week a few weeks ago that allows users to rotate icons in Springboard. The tweak is designed in such a way that the Springboard icons rotate 180 degrees when the terminal is rotated, but only the applications in the Springboard pages will be rotated, not those in the dock or folders. In the image on the right you have demonstrated the effect and notice that the applications rotate together with the name displayed above them.
