Xcode is the software with which iOS application developers create the titles we see in the App Store, but the same software could be used to develop Cydia applications. iOSOpenDev is a new project that aims to simplify the process of developing applications and tweaks for Cydia, which is quite difficult to do at the moment. The new project will offer those interested templates with the help of which they will be able to design almost any kind of tweaks and applications with MobileSubstrate, Activator or widgets for the Notifications Center, everything much simpler and easier than before.
For now, it is not known when a usable version of iOSOpenDev will be published, but as soon as it is available, I will let you know.
