Aptdate sends you a push notification when an update for a tweak from Cydia appears

Aptdate is a tweak that will be released in the next period in Cydia and that will alert iDevice owners when there is an update for a tweak or an application installed in their own terminals. The tweak has a settings menu in the Settings application of iOS and there you can set Aptdate to display notifications only on the Homescreen or anywhere in iOS and in addition you can choose to be notified only by a sound when an update is available. The tweak is very useful because it saves us from automatically loading Cydia to see if there is anything new.

Aptdate will be available in Cydia in the near future. Until the release of Aptdate you can try the tweak Cydiabulletin which does the same thing but is not free.
