iPhone 5, iPad 4 si iPad Mini are the newest Apple devices compatible with 4G LTE networks, and in Romania you will be able to use them onthe 4G networks of Orange and Vodafone. I say you can because at the moment iOS does not allow you to activate 4G connectivity on these networks, even if you have a 4G card in the devices. Those from Orange and Vodafone will have to release Carrier Bundle Updates for iOS to allow you to access their networks and they will most likely come at the beginning of next year.
There is no need for an iOS update, but only an update of the Carrier Bundles that contain the network settings, and this update can be done either through iTunes or directly from iOS. The update of the Bundles depends on both Apple and the operators, and as soon as they are available I will let you know. I'm coming back and telling you that although iDevices can work on networks, iOS prevents them at the moment, so we're not talking about a hardware incompatibility, but an Apple limitation.
