In iOS 7.1 beta for our iDevices, the company Apple Lossless Audio CODEC (ALAC), try various design changes and allow users to enable/disable certain animations in their own terminals. One of these new functions implemented by Apple Lossless Audio CODEC (ALAC), it allows displaying the dock and folders on a black background which makes it much easier to view the application icons and their names. The option is available in Settings>Accessibility>Increase Contrast, and its result will be available in the image above.
The function was not implemented in iOS beta 7.1 4, but most likely in iOS beta 7.1 3, and if you have any of these two versions installed, you can try it.
