ANCOM announces the "real" surfing speeds on mobile and fixed internet

ANCOM RomaniaDuring this day ANCOM, or the National Authority for Communications Administration and Regulation, has published a press release in which it presents what it considers to be "real" surfing speeds on mobile and landline internet.

The information is based on tests done by Romanians on the platform Netograf.ro owned by the Ministry of Communications, this having the role of allowing us to find out what is the real internet browsing speed that we benefit from based on the contract with a mobile phone operator or fixed internet service provider.

According to ANCOM, in Romania there are 12 million mobile internet connections and 4 million fixed internet connections, and Orange Romania is the "king" of mobile internet based on the data obtained through the tests carried out on the Netograf.ro platform.

According to these data, mobile phone operators offer the following mobile internet speeds:

  • Orange Romania – 34,15 Mbps indoor and 52,81 Mbps outdoor;
  • RCS & RDS – 2,71 Mbps indoor and 2,66 Mbps outdoor;
  • Telekom Romania Mobile Communications – 9,62 Mbps indoor and 9,18 Mbps outdoor;
  • Vodafone Romania – 16,94 Mbps indoor and 27,80 Mbps outdoor

Practically, Orange has a network 2 times faster than Vodafone in tests and almost 4 times faster than that of Telekom Romana, while "poor" Digi Mobil has speeds worthy of 2005, but many of you were probably convinced of this already.

The problem with this information is that it is based on an extremely small number of tests done on the Netograf platform, and when I talk about this I mean the fact that only a few hundred people tested their blood there, so the results are irrelevant .

The National Authority for Administration and Regulation in Communications (ANCOM) has published on Netograf.ro the official statistics on the quality of fixed and mobile internet service in Romania for the second quarter of 2015, based on the tests carried out by users and the offers entered by operators in the application. The offers currently in the application fully cover the 12 million mobile internet connections and 93% of the 4 million fixed internet connections used by users in Romania, according to the latest ANCOM statistical data report.
In the first 6 months of the year, Netograf.ro, the application for testing and monitoring the quality of the Internet service, shows that the operators of mobile internet offered users the following real average download speeds: Orange Romania – 34,15 Mbps indoor and 52,81 Mbps outdoor, RCS & RDS – 2,71 Mbps indoor and 2,66 Mbps outdoor, Telekom Romania Mobile Communications – 9,62, 9,18 Mbps indoor and 16,94 Mbps outdoor, Vodafone Romania – 27,80 Mbps indoor and XNUMX Mbps outdoor, while the main providers offixed internet provided average actual download speeds as follows: Digital Cable Systems – 47,96 Mbps wired and 26,52 Mbps wireless, Nextgen Communications – 63,83 Mbps wired and 34,61 Mbps wireless, RCS & RDS – 95,21 Mbps wire and 42,43 Mbps wireless, Telekom Romania Communications – 29,34 Mbps wire and 15,36 Mbps wireless and UPC Romania 49,52 Mbps wire and 28,62 wireless.
Netograf.ro is easy to use and offers immediate and correct results. It is enough for users to select from the app the type of offer which they benefit from and to choose access method, wireless or wire in the case of fixed internet and indoor or outdoor for mobile internet. A test takes about 30 seconds, and the results obtained can be analyzed and compared in the context of the statistics published quarterly, by accessing the "Additional information" button. The result of the test can be influenced by a number of factors, so in order to obtain correct results, before starting the test, it is good for users to follow the instructions in the "Recommendations" section available on the website of the application.
Based on user tests (over 110.000 tests since the launch of the Netograf.ro application in October 2014 and up to now), the statistics section of Netograf.ro displays the average values ​​of the quality parameters download and upload speed, delay and delay variation of transfer of packets and the rate of data packet loss, allowing the comparison of the real performances of the networks of fixed and mobile Internet operators in Romania. These statistics are informative and do not guarantee that a particular user will experience the same connection quality, as this depends on several factors.
The application tests the quality of the connection between the end user's terminal equipment and a test server located in an Internet interexchange node, indicating a parameter value close to the actual experience of users in using the Internet, since the measured path includes the entire provider's network, as well as , in the case of small suppliers, other networks interconnected with their own network.
Netograf.ro was designed by ANCOM to offer Internet users in Romania an independent, objective and free tool to permanently check the quality of the Internet service they pay for. In this way, they can check whether the contracted internet service is up to the quality in the offer and compare the recorded values ​​of the parameters with those obtained by subscribers of other providers. In addition, users who log into the application can follow other aspects, such as the evolution of the performance of their Internet connection over time, respectively the improvement or degradation of the quality of the service used.
The authorized providers of internet access services have the obligation to enter in the application the technical data of the active commercial offers through a web interface, according to the provisions of ANCOM decision no. 1201/2011. The provisions of the decision apply to Internet access services provided through fixed or mobile public electronic communications networks, regardless of the Internet access technology used. In addition, according to the same decision, Internet access service providers have the obligation to include in their contracts the parameters assumed in the relationship with users (such as nominal/maximum download and upload speeds) and to publish on their own Internet pages a series of other administrative parameters.
