We are talking about a beta version of iOS 10.3 on which the problem is demonstrated, but both in the case of the iPhone 7 and in the case of other models, this problem also exists in the stable versions.
It does not appear very often, but I encountered it on the iPhone 7 Plus many times and in previous versions of iOS 10, not only in iOS 10.3. The problem manifests itself exactly as in the clip, the camera blocking whether you access it directly from the main iOS application screen, or when you access it from the lock screen, so there is nothing that can be repeated.
