As of last night, iOS 11.3.1 is NO LONGER signed by Apple for installation on iPhone, iPad and iPod Touch, so iOS 11.4 remains the only version that can be installed.

The decision of those from Apple comes on the same day that the semi-jailbreak Houdini has been updated to be compatible with iOS 11.3.1, a full jailbreak solution is also in the works. Practically, 11.3.1 iOS jailbreak becomes unavailable for those who do not have iOS 11.3.1 or an earlier version installed in their iPhone and iPad, the possibility of jailbreaking disappears for them.
