Of course, nobody knows when exactly these problems of iPhone XS and iPhone XS Max with Bluetooth connectivity will be solved, but it is possible that iOS 12.1 will do it. In the meantime, we will have to wait for a possible release of iOS 12.0.1 to hope that the iPhone XS and iPhone XS Max will start working normally on the phones of users around the world.
