According to the official information for the iPhone XS, the phone emits a radiation level, SAR, of 1.19 W/kg at the level of the head, and 1.18 W/kg at the level of the body, and this in the conditions that in the USA the maximum allowed limit is 1.6, the difference being quite small.
The iPhone XS is very far from the Samsung GALAXY NOTE 9, which emits 0.27 W/kg at the head level, and 0.76 W/kg at the body level, so 4 times less radiation at the head level. The very big difference between the level of radiation emitted by the iPhone XS and the Samsung GALAXY NOTE 9 is due to the way in which the GSM, WiFi, Bluetooth antennas are implemented in both phones, but also by the modems used to provide connectivity.
