RCS & RDS. Vodafone, Telekom, Orange had very bad news the other day, because a very good initiative to try to get rid of the new turnover tax was rejected. More precisely, I told you last week that the parliamentary opposition gathered the necessary signatures to convene an extraordinary session of deputies to discuss in advance GEO 114/2018, which could be canceled or modified, leaving out RCS & RDS and the other companies of the new tax.

Unfortunately, their request to convene the extraordinary session was rejected by the PSD, the motivation being based on the fact that everything was just an attempt to increase their public image and nothing more. GEO 114/2018 must be discussed by the Senate and the Chamber of Deputies, in this order, in order to remain in force, the latter chamber being decision-making, and signatures were collected from among the deputies to free RCS & RDS, and many other companies, from the new taxes.

The problem is that GEO 114/2018 must first be discussed in the Senate, and only then sent to the Chamber of Deputies, so the extraordinary session had to be convened by senators, not by deputies. Those from PSD say that they cannot initiate an extraordinary session for the Chamber of Deputies because GEO 114/2018 must be discussed first in the Senate, which did not have an extraordinary session convened, so the legislative process could not be followed, so RCS & RDS have a part of very bad news.
In order to be debated in the Chamber of Deputies, as a decision-making Chamber, the projects requested and debated in separate Chambers, according to the principle of bicameralism, must go through the following stages: presentation in the Permanent Bureau of the Senate (first Chamber), debate in the commissions specialty of the Senate, the debate and the vote in the plenary of the Senate, conditions that could not be fulfilled because the projects referred to were registered in the last days of the previous year or during the parliamentary vacation.
RCS & RDS. Given that the opposition knew for sure that the Senate had to be convened first, where they did not have the votes to do so anyway, it is debatable why they chose to announce with such pomp something that cannot be done. Even if the extraordinary session will not be convened now, RCS & RDS, and not only that, have the opportunity to fight GEO 114/2018 in the new parliamentary session, which starts on February 1, so they would have won only a few days in this fight.
RCS & RDS. For now, the company owned by Digi is the only one that increased prices following the adoption of GEO 114/2018, but many other companies could increase them if the ordinance passes the Parliament.
