Considering this decision, the Chinese will have very big problems in continuing their research and development process for new technologies, but of course the Americans don't care too much about this. However, this is the biggest round of layoffs made by Huawei, at least from what we have learned so far, but things could become even more serious if the sanctions are not completely lifted by the American government.
