The 112 emergency service has 14 emergency measures announced by Raed Arafat and the Romanian Government, Apple and Google also being contacted by STS.

112 will go through a series of extremely important changes in the coming months, the Romanian Government seems to be eager to implement the changes it promised for the emergency service, at least on a theoretical level. More precisely, Raed Arafat announced just the other day 14 emergency measures that will be implemented for the 112 service so that we can really trust that when we ask for help through him, we will receive it.

Because the 112 emergency service also needs the implementation of support for AML technology, STS has already contacted Apple and Google to ask them for information regarding the implementation of this support. It seems that Apple and Google have received from STS general information on how the 112 emergency service is generated in Romania, so that the technical solutions for the implementation of AML can be found.

Even if Apple and Google will collaborate with STS to implement AML support for the 112 emergency service, the procedures themselves will take quite a long time, unfortunately for us. However, what the authorities are telling us now is encouraging and reveals the fact that in order to improve the 112 emergency service, those from STS are talking with the companies whose phones have already implemented support for them.

Apart from that, the Government of Romania adopted an emergency ordinance that provides for no less than 14 measures aimed at improving the emergency service 11, and these are:

  • generates changes in the national legislation that will allow to ensure the most prompt response to citizens' emergencies by improving the possibilities of retrieving and managing the location information associated with emergency calls in order to increase the degree of accuracy and precision of the location of callers in a situation of emergency, as follows:
  • regulates the free transmission of short standardized technical messages associated with emergency calls, containing information obtained on the basis of terminal equipment (including those of the AML type);
  • improves the preventive character of this normative act on two complementary levels:
  • It is important to emphasize that this identification data collected from pre-paid card users will be made exclusively available to the SNUAU administrator and used by him in accordance with the legal provisions exclusively for saving human lives or other emergency situations.
  • allows the implementation of location technology based on the information obtained at the level of the mobile terminal (including AML type technology), which will be able to provide rescuers with much more accurate location information, these elements generating a significant reduction in emergency management time and implicitly in the time of emergency response;
  • allows the identification of prepaid card users when they call the emergency number 112, the faster processing of the emergency and the facilitation of the location of these callers;
  • by discouraging the abusive calling of 112 and the false alerting of the intervention forces as a result of the mandatory registration of prepaid card users, currently unidentifiable. Falsely alerting specialized response agencies generates significant resource allocations, resources that could save/treat truly urgent situations;
  • by increasing the penalties applicable to false calls.
