iOS 13.1.3 could substantially improve your battery autonomy if you do the installation through a restore, and not through an update, and this is because removing all the old settings can solve the problems. Of course, even this step is not 100% safe at the moment, but if even in iOS 13.1.3 the battery autonomy is not good on iOS 13.1.3, then you have no other solution than this, unfortunately.
