Coronavirus Romania Emergency measures

The coronavirus brings new emergency measures for Roania after it passed into the third scenario of the epidemic, having exceeded the figure of 100 infected people, so new measures have been taken to reduce the spread, and below you can find them all in detail.

"Today, March 14, the National Committee for Special Emergency Situations adopted a decision to institute measures to avoid the spread of COVID-19 (coronavirus).

By the decision of the CNSSU, the recommendations of the "Analysis Group", aimed at:

  • the relations of the staff of the Romanian National Post Company with the people in self-isolation;
  • the relations of the intervention teams (water, sewage, gas, electricity, internet/cable, fixed telephony) in the interaction with the people in self-isolation;
  • the relations of the representatives of the public authorities (IPJ, IJJ, ITPF, ISUJ, DSP, MS) with truck drivers, with a total weight greater than 3,5 tons, who enter the country coming from the red and yellow zones;
  • defining the term "close contact" of a confirmed case;
  • issues regarding the continuity plan in essential institutions and critical infrastructures
  • the restriction of cultural, scientific, artistic, religious, sports and entertainment activities, which involve the participation of more than 50 people, carried out in closed spaces, including those carried out in spa treatment rooms, fitness rooms, SPA salons, beauty salons , gambling halls and casinos.

The following were also approved:

  • empowering the National Administration of Penitentiaries, for the initiation of a draft normative act amending the provisions of Law 254/2013 on the execution of punishments and custodial measures ordered by judicial bodies during the criminal process, to be put under emergency regime in parliamentary debate .
  • the establishment of the measure of preventive isolation of essential personnel to ensure the operation of the Cernavodă NPP Nuclear-Electric Power Plant, in accordance with the provisions of the Basic Activities Continuity Plan in the event of an epidemic/pandemic.
  • members of the Government and high-ranking officials from the institutions belonging to the national security and defense system can leave isolation, keeping a distance of at least 5 m from other people who are not in isolation and with the obligation to wear a protective mask, exclusively for exercising the obligations expressly provided by the Constitution and strictly during the exercise of these obligations.

Until today, March 14, 102 cases of people infected with the COVID-19 virus (coronavirus) have been confirmed in Romania. Of the 102 citizens who contacted the virus, six are declared cured and have been discharged.

People infected with COVID-19 (coronavirus) are admitted to hospitals in Bucharest, Iasi, Cluj-Napoca, Timișoara, Craiova and Constanța and are under permanent medical supervision. The general health of the patients is good, with the exception of the man admitted to the Victor Babeș hospital, who presented complications, but whose condition is improving.

The situation by county/municipality of Bucharest of citizens infected with the COVID-19 virus (coronavirus) is as follows: Bucharest (31), Timiș (11), Hunedoara (14), Constanța (7), Iași (5), Caraș-Severin ( 4), Covasna (4), Dolj (3), Brașov (2), Mehedinți (2), Mureș (2), Gorj (2), Cluj (2), Neamț (2), Olt (2), Bacău ( 1), Bihor (1), Buzău (1), Galați (1), Maramureș (1), Prahova (1), Suceava (1), Vrancea (1) and Ilfov (1).

On the territory of Romania, there are 2.652 people in institutionalized quarantine for whom checks are carried out to find out if they have contacted the COVID-19 virus (coronavirus). Another 14.573 people are in isolation at home and are under medical monitoring.

Up to this date, at the national level, 2.929 tests have been processed. Of these, 2.827 had a negative result, that is, the people from whom the analyzed samples were taken are not infected with COVID-19.

Until now, 33 criminal cases have been registered, under the aspect of committing the crime of thwarting the fight against diseases, an act provided for and punished by art. 352 para. 1 Criminal Code.

In the Italian Republic, the death of a Romanian citizen diagnosed with an infection with COVID-19, due to pre-existing medical conditions, was registered.

Entering the 3rd scenario, on the territory of Romania, assumed, in the initial estimate, "sustained transmission on a large scale, with increasing pressure on the health care system (101-2000 cases)".

We make it clear that part of the measures provided for Scenario 3 have already been adopted by the authorities, and at this moment we do not have confirmation that there is a "sustained large-scale transmission" of the new coronavirus (COVID-19).

The typology of cases so far shows a traceability of the contacts of people who are confirmed positive with the new coronavirus. In this sense, the teams of the public health departments are carrying out epidemiological investigations to identify all the contacts of the positively confirmed persons.

At the same time, we mention the fact that, compared to the forecast, until this moment there have been no deaths due to infection with the new coronavirus.

Measures adopted that are part of Scenario 3:

  • Social distancing measures, limiting contact between people;
  • Limitation of collective activities;
  • Implementation of the pandemic preparedness plan;
  • Travel reporting (ex: simplified travel history);
  • Implementation of advanced medical points within health facilities.
  • At the CNSSU level, the plan of measures is to be reanalyzed, in the sense of tightening some measures already taken and/or supplementing them with other types of measures necessary to combat the spread of the new coronavirus (COVID-19).
