The Romanian government decided to quarantine entry into Romania

The Romanian government announced today a very important decision regarding the institution of quarantine for Romanian citizens, and not only, who return to Romania after having traveled to a country that is on the list of those for which the institution of quarantine is required upon returning to the country .

The Romanian government presents below the decision taken today by the CNSU.

"Art. 1 Art. is amended. 3 of CNSU Decision no. 36 of 21.07.2020 regarding the detection of the COVID-19 pandemic and the establishment of necessary measures to be applied for
protection of the population and will have the following contents: "(1) They are exempted from the measure instituted according to art. 2, the following categories of people who do not show symptoms associated with COVID-19, in compliance with the legal provisions in force regarding the use of individual protective materials against COVID-19:

a) persons who come to Romania from the areas/countries on the list drawn up according to the provisions of art. 2, para. (3) but who, before arriving in Romania, spent the previous 14 consecutive days in one or more areas/countries for which this measure is not established
b) drivers of goods transport vehicles with a maximum authorized capacity of more than 2,4 tons;
c) drivers of passenger transport vehicles that have more than 9 seats, including the driver's seat;
d) drivers provided for in letter b) and letter c) who travel in the interests of the profession from their state of residence to another member state of the European Union or from another state of the European Union to their state of residence, regardless of whether the travel is done by individual means or on their own account ;
e) members of the European Parliament, parliamentarians and staff belonging to international institutions, as well as representatives of Romania in bodies and organizations
international agreements to which the Romanian state is a party;
f) aircraft pilots and flight personnel;
g) locomotive drivers and railway personnel;
h) Romanian seafaring personnel, maritime and fluvial who repatriate by any means of transport, who present to the competent authorities the "certificate for workers from
international transport sector", whose model is published in the Official Journal of the European Union, series C, no. 96 I of March 24, 2020;
i) maritime and river navigation personnel who carry out the crew change on board ships in Romanian ports, regardless of the flag they fly, if upon entering the country, as well as upon boarding/disembarking from the ship, they present the "certificate for workers" to the competent authorities from the international transport sector", the model of which is published in the Official Journal of the European Union, series C, no. 96 I of March 24, 2020;
j) seafaring personnel disembarking from inland navigation vessels, which fly the Romanian flag, in a Romanian port, provided they ensure
to employers of the certificate for international transport workers and individual protective equipment against COVID-19, during the journey from the ship to the location where he can be contacted between voyages;
k) cross-border workers entering Romania from Hungary, Bulgaria, Serbia, Ukraine or the Republic of Moldova, as well as Romanian citizens employed by operators
economic operators from the mentioned countries, who upon entering the country provide proof of contractual relations with the respective economic operators;
l) employees of economic operators in Romania who carry out work, according to concluded contracts, outside the territory of Romania, upon returning to the country, if
prove the contractual relations with the beneficiary outside the national territory;

m) representatives of foreign companies that have subsidiaries/branches/representative offices or agencies on the national territory, if upon entering the territory of Romania they prove the contractual relations with the economic entities on the national territory;
n) persons who enter Romania for activities of use, installation, commissioning, maintenance, service of equipment and technology in the fields of medical, scientific, economic, defense, public order and national security, transport, as well as persons carrying out professional activities specific in the mentioned fields, if they prove the contractual/collaboration relations with the beneficiary/beneficiaries from the territory of Romania, as well as the inspectors of the bodies
international;
o) members of diplomatic missions, consular offices and other accredited diplomatic representations in Bucharest, holders of diplomatic passports, staff
assimilated to diplomatic personnel, as well as members of the Diplomatic and Consular Corps of Romania and holders of diplomatic and service passports, as well as their family members;
p) employees of the national defense, public order and national security system who return to Romania from activities carried out in professional interest in
outside the country;
q) pupils/students, Romanian citizens or citizens with domicile or residence outside Romania, who have to take admission exams or to complete their studies, who start their studies in educational units/institutions on the territory of the country or travel for activities related to starting, organizing, attending or completing studies, as well as their companions in the situation where they are minors;
r) pupils/students who attend the courses of educational institutions outside the country, commute daily to them and present supporting documents, as well as
their companions if they are minors;
s) members of international sports delegations participating in sports competitions organized on the territory of Romania, in accordance with the law, officials of international sports forums that organize these competitions, delegated referees as well as journalists accredited to these competitions;
t) Romanian athletes, who carry out their activity in other states and who are summoned to the national teams to represent Romania at sports competitions organized under the law, members of Romanian sports delegations returning to Romania from international sports competitions, Romanian officials and referees who have been delegates to international competitions as well as journalists accredited to these competitions;
u) foreign athletes registered with clubs in Romania who return to the territory of the country as a result of participating in an official international competition of their national teams and are to resume their sports activity at the club to which they are registered, provided that they have concluded a valid contract with a Romanian sports club;

v) persons who carry out their activity on the basis of an employment contract, in the field of social assistance in EU member countries, if they present a negative test for SARS-CoV-2, carried out no later than 48 hours before entering the national territory;
w) film crews carrying out professional activities on the territory of Romania based on a contract or document proving the need for presence in the country,
if they present a negative test for SARS-CoV-2, carried out no more than 48 hours before entering the national territory;
x) persons in transit, if they leave Romania within 24 hours after entering the territory of the country.
(2) The exception to the measure instituted according to art. 2, also applies to people arriving in Romania from countries/areas of high epidemiological risk, if they stay on the national territory for a period of less than 3 days (72 hours) and present a negative test for SARS-CoV-2, carried out no more than 48 hours before entering the national territory.
(3) Persons arriving in Romania from the countries/areas of high epidemiological risk provided for in para. (1) and enter quarantine for a period of 14 days, they can come out of quarantine after the 10th day, if they perform a test for SARS-CoV-2 on the 8th day of quarantine, and the result is negative and they do not show symptoms specific."

Art. 2 Paragraph is repealed. 2 and 3 of art. 1 of CNSU Decision no. 47 of 05.10.2020 regarding the approval of the list of countries/areas of epidemiological risk for which the measure of quarantine is instituted on people arriving in Romania from them and the establishment of measures in the field of public health.

Art. 3 The measure of suspending flights to and from Romania, carried out by economic aviation operators, from and to the states provided in the list of countries/areas with high epidemiological risk, approved by CNSU decision no. 47 of 05.10.2020 and published on the website of the National Institute of Public Health, except for those to and from the member states of the European Union, the United Kingdom of Great Britain and Northern Ireland, the United Arab Emirates and Qatar.

Art. 4 This decision is communicated to all components of the National Emergency Management System, for implementation through orders and administrative acts of their leaders."
