DSU Announcement Regarding the Mandatory Testing upon Entry into Romania

DSU issued today an important information regarding the mandatory testing of people who enter our country, regardless of where they come from, and brings back to attention the measure that is imposed by a recent decision of the CNSU regarding the entry into the territory of Romania of people from certain countries with epidemiological risk, or without.

"As a result of the response submitted by the DSU to the National Association of Tourism Agencies - ANAT in which information was requested regarding the introduction of "rapid testing as an alternative method of access to the territory of Romania" and in order to eliminate the interpretations given in the response initially sent, we make the following clarifications:
1. The rules regarding the establishment of the quarantine measure on people arriving in Romania from countries/territories of high epidemiological risk are subject to the Decision of the National Committee for Emergency Situations no. 43 of 2021, with subsequent amendments and additions, which provides, in detail, the categories of people to whom the quarantine measure is to be applied as well as the categories of people who are exempted from the previously mentioned measures, all this, depending on the level of classification of countries/territories of epidemiological risk from which they arrive.
2. Therefore, presenting the negative result of an RT-PCR test for infection with the SARS-CoV-2 virus performed no later than 72 hours before boarding (for those traveling by public transport) or entering the national territory (for those who travel with their own means) leads to:
- the total exemption from quarantine of persons arriving from Yellow areas of epidemiological risk according to the provisions of art. 4 lit. b from the Decision of the National Committee for Emergency Situations no. 43 of 2021 with subsequent amendments and additions;
- the total exemption from quarantine of children older than 6 years old and younger than 16 years old who arrive from the Yellow or Red areas of epidemiological risk according to the provisions of art. 4 lit. e) and art. 5 lit. e) from the Decision of the National Committee for Emergency Situations no. 43 of 2021 with subsequent amendments and additions;
- the partial exemption of people who stay on the national territory, for a period of less than 3 days (72 hours) and who arrive from the Red areas of epidemiological risk according to the provisions of art. 5 lit. c from the Decision of the National Committee for Emergency Situations no. 43 of 2021 as amended and supplemented.
- the partial exemption of foreign citizens and stateless persons, defined according to the Government Emergency Ordinance no. 194/2002 regarding the regime of foreigners in Romania, republished, with subsequent amendments and additions, who arrive in Romania from third countries (other than the member states of the European Union, the European Economic Area or the Swiss Confederation) and stay on the national territory, for a period less than 3 days (72 hours) according to the provisions of art. 3, paragraph (2) lit. b from the Decision of the National Committee for Emergency Situations no. 43 of 2021 as amended and supplemented.
In conclusion, as the object of the initial request was to submit some proposals to consider the introduction of rapid testing, as an alternative method for meeting the conditions currently provided by HCNSU 43/2021, respectively the proposal to change the age limit up to which minors are exempted from the obligation to present a negative RT-PCR test for the exemption from the quarantine measure DSU was limited to the submission of a response containing information, at a general level, regarding the exemptions benefiting people who present a negative result of an RT-PCR test PCR for infection with the SARS-CoV-2 virus, without knowing the circumstances for each individual situation.
At the same time, for the purpose of fully informing the citizens, we state that all information related to the latest decisions adopted by the CNSU, up-to-date data on the epidemiological situation at the national level, frequently asked questions and much more can be found on the stirioficiale.ro channel, the main source of information official regarding the COVID-19 pandemic in Romania, since its onset on the national territory."
