Alexandru Rafila says that imposing the use of the green certificate should be introduced at the appropriate time, and that there must be clear criteria for introducing or abandoning it, the incidence rates being an indicator for its use.
Alexandru Rafila says that this digital green certificate should not be seen as an oppressive tool, and that its use should be strictly linked to the large number of cases registered in Romania, and when the incidents are small, it should be eliminated.
