Minister of Health: Last Minute Declaration, Immediate Emergency Measures in Romania

The Minister of Health is speaking to all Romanians about a series of urgent changes that are necessary in Romania in the immediate future, and this is because the health system needs outpatient clinics to serve the Romanians and reduce the pressure on the urgent care units.

The Minister of Health also stated in the past that these changes are essential for Romania to be able to offer people quality medical assistance services, even closer to their homes, but for this to happen, legislative changes are needed to create of specialized outpatient clinics.

"Emergency medicine, whether they are drivers, stretcher bearers, or doctors, I thank them all for what they do. I think that if we have an intelligent and balanced approach, in the coming years the emergency medicine services will be able to develop in parallel with the other types of medical assistance in Romania.

I told you, and I still believe, that the sustainability of the health system in Romania can be ensured by providing ambulatory services that can offer people access including at night, or on weekends, or in other periods when people are forced to this moment to address the hospitals.

Urgent reception units must not be overcrowded, they must really respond to emergencies, not other categories of ailments that we can treat in a different way. The problem is related to what I told you a little earlier (ed. regarding the cooperation with the DSU), the fact that we have emergency outpatient medical services outside the emergency reception units.

If we develop primary or even specialized medical centers that can provide health services throughout the day, including at the end of the week, we will reduce the pressure on the emergency units, obviously. Moreover, the development of emergency services that provide specialized assistance at the patient's home is important. About 40% of the ambulance interventions are solved at the patient's home.

In the case of the other SMURD type services, where there are few specialized employees, i.e. doctors and nurses, patients are transported directly to the UPU. We must make a very clear distinction between patients who really need emergency medical care, and other categories of ailments that need medical services close to home, which are permanently available."
