The Minister of Health signed a new important order that has national importance for all of Romania, it was adopted by the ministry, but it was developed together with the National Health Insurance House, which is targeted by the changes that are imposed by this new order.
The Minister of Health signed order 1.471/332/2022 with the provisions that you can see below, it was already published in the Official Gazette, so it entered into force, and includes several other provisions regarding the conclusion of contracts between CNAS and other entities.
"(1) The health insurance companies contract with the public health units in a contractual relationship with them the amounts corresponding to the payment of the monthly allowances granted to the staff provided for in art. 165 para. (1^1) from Law no. 95/2006 on health reform, republished, with subsequent amendments and additions, based on separate contracts.
The contracts provided for in para. (1) is concluded by the legal representatives of the public health units and the health insurance companies with which they are in contractual relations within the social health insurance system, according to art. 258 para. (1) from Law no. 95/2006, republished, with subsequent amendments and additions, based on the following documents.
The application/request for entering into a contractual relationship with the health insurance company, the account opened at the State Treasury or at the bank, according to the law. fiscal registration code. The list, assumed by signature by the legal representative of the health unit, including the doctors, dentists or pharmacists who fall under the contract concluded with the health insurance company and who meet the conditions provided for in art. 4. The list includes the information necessary to conclude the contract.
Monthly allowances are granted to teaching staff provided for in art. 165 para. (1^1) from Law no. 95/2006, republished, with subsequent amendments and additions, which carry out integrated activity in public health units, based on individual 1/2-time work contracts.
The monthly allowance for teaching staff provided for in art. 165 para. (1^1) from Law no. 95/2006, republished, with subsequent amendments and additions, is equal to 50% of the basic salary related to the position of doctor, dentist or pharmacist corresponding to the seniority and the professional degree held and is granted starting with the salary rights related to May 2022. For the personnel employed in the public health units in a contractual relationship with the health insurance companies, the allowance provided for in art. 2 is provided from the state budget, through the budget of the Ministry of Health, through transfers to the budget of the single national health social insurance fund - title II "Goods and services", paragraph "General hospitals".
