Minister of Health Government Decision Improving the Health System

The Minister of Health is preparing the adoption of a Government Decision that is extremely important for Romanians throughout the country, and this is because through it the National Agency for the Development of Health Infrastructure will be created, the purpose of which is to radically improve the health system in Romania .

The Minister of Health announced the decision to create this structure within the Romanian Government for the use of PNRR funds allocated to the health system, and below you have some of the provisions for its creation and operation in Romania, extremely important elements for improving the health system.

"The National Agency for the Development of Infrastructure in Health, hereinafter referred to as ANDIS, is a specialized body of the central public administration in the field of health, subordinate to the Ministry of Health, and is headquartered in Bucharest, str. Cristian Popişteanu no. 1 – 3, sector 1.

ANDIS can also use other spaces, under the law, and can establish, by order of the Minister of Health, territorial structures without legal personality, for the management of investment projects regarding the realization of regional emergency hospitals or other objectives/investment projects of considerable importance in health infrastructure. The purpose, objectives, main attributions, organization, operation and management of ANDIS are established according to the provisions of the Government Emergency Ordinance no. 76/2022 regarding the establishment, organization and functioning of the National Agency for Health Infrastructure Development.

The vice-president of ANDIS fulfills the following specific duties: the duties provided for in art. 4 para. (1) lit. b), lit. e), lit. h), lit. n) and para. (2) lit. c), as well as those provided for in art. 20 of the Government Emergency Ordinance no. 76/2022. any other specific duties established by order of the president of ANDIS, with the approval of the Supervisory Board of ANDIS.

The general secretary is a senior civil servant, he is subordinate to the ANDIS president and fulfills the duties and responsibilities established by the Government Emergency Ordinance no. 57/2019 on the Administrative Code, with subsequent amendments and additions, as well as other duties provided for in the Organization and Operation Regulations of ANDIS, or entrusted by the president of ANDIS.

The maximum number of posts is 80 and includes public and contract positions, including the positions of president and vice president. The organizational structure of ANDIS is provided in annex no. 1. Within the organizational structure, by order of the Minister of Health, services, offices and/or departments can be organized, at the proposal of the president of ANDIS, with the approval of the Supervisory Council and with the inclusion of the maximum number of positions and the approved budget."
