"So, in order to improve the quality and efficiency of public services in the Romanian health system by supporting the sectoral decentralization process, promoting public integrity and responsibilities in the use of public funds, taking into account the general objective of the Project "Creating the strategic and operational framework for planning and reorganization at national and regional level a health services", one of its specific objectives is represented by the elaboration of the National Health Strategy for the period 2022-2030.

In this sense, the National Health Strategy is the document to which all public policy proposals in the field of health relate and will represent the foundation for prioritizing and programming the use of funds used in the national health system.

The development of the National Health Strategy 2022 - 2030 contributes to the application of evidence-based policies within central public authorities and institutions, an aspect that will lead to a judicious, balanced and efficient allocation of resources, with the aim of ensuring quality improvement and increased access to health services for the benefit of all Romanian citizens.

Thus, by implementing the measures provided for in this, a real reform of health services will be achieved and the differences regarding the degree of coverage of service needs of any type at the regional and national level would be significantly reduced, finally ensuring the quality and financial sustainability of health services. Also, the National Health Strategy 2022 - 2030 includes objectives regarding the strengthening of the administrative capacity of the institutions with a strategic and regulatory role in the field of health, including the development of the expertise necessary to evaluate the impact of public policies in the field.

The National Health Strategy 2022-2030 aims to develop a sustainable, resilient and high-performance national public health system, representing an essential element for the health and well-being of citizens. The prolonged transition marked by its multiple reforms and the challenge of the COVID-19 pandemic highlight the suboptimal capacity of the public health system to respond to the needs and expectations of citizens and health professionals."
