The Minister of Education announces a last-minute official decision, with measures that must be adopted for Romania, and this because Ligia Deca immediately brings to our attention the fact that, based on belonging to CONFEMEN, Romania must pay an annual contribution, and it is necessary of a Government Ordinance for this.
The Minister of Education explains below how this contribution must be paid, including its amount, so that the Romanians know what the money is spent on, so that the membership of the CONFEMEN organization is maintained even during the following years by our country.
"CONFEMEN is the oldest francophone organization, created in 1960, at the initiative of France and 14 African states. Grouping 44 member countries, CONFEMEN aims to ensure cooperation between member countries and the integration of educational systems in development processes, having three essential missions: mutual information on the evolution of educational systems and ongoing reforms.
Reflections on topics of common interest for the purpose of cooperation; meetings at the level of ministers and experts for the purpose of developing common positions and formulating recommendations to support regional and international policies, in terms of education and training. According to the CONFEMEN statute, the member states annually transfer the statutory contribution to the operating budget of CONFEMEN, which is adopted by the ministers of education during the ministerial sessions that take place once every 2 years.
Romania joined CONFEMEN, according to Law no. 176/1997 and annually transfers the contribution due to him according to the CONFEMEN Statute. The amount of the contribution is established by the executive body of CONFEMEN and is brought to the attention of the member states through a notification sent annually by the general secretary of CONFEMEN. The current level of the contribution established for Romania as an annual statutory contribution to the CONFEMEN budget, according to the notification received for the year 2023, is 9.147 euros, and the outstanding contribution for the year 2022 is 7.622,45 euros.
Considering the decision of the acting president of CONFEMEN, no. 22-803/ October 10, 2022, the amount of statutory contributions changed starting from January 1, 2023. The decision was issued based on the Strategic Plan of CONFEMEN for the period 2022-2026, which was adopted within the 59th ministerial sessions, held in February 2022
in Rabat, Morocco.
The decision fixes the annual statutory contribution of the Southern states, as follows: For the period January 1 - December 31, 2023, the contribution is 6.000.000 FCFA (CFA francs), i.e. 9.147 euros; For the period January 1 - December 31, 2024, the contribution will be 7.000.000 FCFA, i.e. 10.671 euros; For the period January 1 - December 31, 2025, the contribution will be 8.500.000 FCFA, i.e. 12.958 euros; Starting from January 1, 2026, the contribution will be 10.000.000 FCFA, i.e. 15.245 euros."
