LAST MOMENT Normative Document of the Minister of Education New Education Official Regulation

The Minister of Education, Ligia Deca, issued an important last-minute order approving the Regulation on the organization and operation of the National Center for Excellence (CNE), the county centers of excellence, the Bucharest City Center for Excellence, as well as the national performance centers for sports disciplines.

Minister of Education, according to the order, establishes that the approved regulation establishes the structure and role of the National Center for Excellence (CNE), a specialized body of the Ministry of Education, without legal personality, responsible for the organization, methodological coordination, monitoring and evaluation of support activities for students capable of high performance.

CNE will coordinate the county centers of excellence and facilitate the development of talented students through a series of educational activities. Among the CNE's responsibilities is the coordination of the development of strategies for the identification and selection of students capable of high performance, with the aim of creating groups of excellence in various disciplines, curricular areas or scientific, artistic and technical fields.

The Minister of Education says that at the same time CNE will monitor the actions of identifying and promoting talented students and will develop procedures and tools for identifying children and young people capable of high performance.

The center will ensure the methodological coordination of the county centers of excellence, the Bucharest City Center for Excellence and the educational units in support activities for high-performing students, as well as monitoring the establishment, operation and training of excellence groups.

CNE will provide consultancy for the creation and implementation of partnership programs with national and international institutions, non-governmental organizations and the local community, in order to improve the conditions and resources necessary to support the activities intended for talented students.

The center will support the development of its own didactic research programs and the organization of conferences dedicated to the specific activities of centers of excellence. At the same time, he will monitor the organization of national training camps for students capable of high performance in various disciplines and will supervise the preparation of national and county Olympic teams, including those of the City of Bucharest.

The Minister of Education also mentions that the CNE will facilitate the necessary context through which talented students can reflect on the transformations and reforms in their fields of excellence and will encourage the involvement of higher education institutions in organizing the programs of centers of excellence to support these students.

For the implementation of this regulation, the General Directorate of Management, Didactic Career and School Network in pre-university education, the General Directorate of Equity and Performance, the General Directorate of Minorities and Desegregation, the school inspectorates, as well as the centers of excellence, will be involved, all having the responsibility to respect and implements the provisions established by order.

On the date of entry into force of the new order, the Order of the Minister of Education and Research no. 5.562/2020, published in the Official Gazette of Romania, Part I, no. 863 of September 22, 2020, regarding the Regulation on the organization and operation of the county centers of excellence and the Bucharest City Center for Excellence.

The financing of the activities carried out by the National Center for Excellence will be provided from the budget of the Ministry of Education.
