The Minister of Education, Ligia Deca, announced the launch in public consultation of a project of order that brings very important changes in the methodology of organization and conduct of graduation, license, diploma and dissertation exams.
Minister of Education, according to the proposals, the graduation and license exams, the diploma will be restructured to consist of two main tests. The first test will be the assessment of fundamental and specialized knowledge, thus testing the essential knowledge accumulated by students during the study program.
The second test will involve the presentation and public support of the graduation thesis or the license/diploma project, offering students the opportunity to demonstrate their skills in a formal academic setting.
A significant novelty is the possibility that these tests can also take place online. Higher education institutions can opt for this option, provided they have an appropriate electronic platform and adopt a procedure approved by the university senate.
In the case of online support, the full registration of the exam is mandatory for each student, these registrations will be archived at the faculty level. The proposed changes also include specific provisions for graduates of short-term university study programs that have gone into liquidation, ensuring that they benefit from an adequate legal framework for completing their studies.
The Minister of Education also mentions in the order that it is clarified that the exams take place in the presence of the exam board and the examinee, in the same place and time, guaranteeing the transparency and fairness of the process.
In exceptional situations, such as the establishment of a state of alert, necessity or urgency, universities can decide to hold exams online, based on university autonomy and respecting the quality of the didactic act. This approach allows rapid adaptation to the current context and ensures the continuity of the educational process, while protecting the health and safety of all those involved.
The Minister of Education emphasized the importance of these changes in the context of the evolution of the educational system and the need to respond to contemporary challenges. Adaptability and flexibility are essential to provide students with a quality academic experience and to maintain the high standards of higher education in Romania.
