The Minister of Education, Daniel David, published a Government Decision designed to impose a substantial series of major changes regarding the methods for establishing the standard cost per pre-school, preschool and student for the year 2025, in a move aimed at ensuring adequate basic funding for state pre-university education units.

Minister of Education states that, during a meeting of the National Council for Financing Pre-university Education (CNFIP), an advisory body of the Ministry, it was established that the standard cost value for expenses with salaries, bonuses, allowances and other salary rights, as well as related contributions, should be 9620 lei for coefficient 1.

This value represents a 2% increase compared to 2024, when the coefficient was 9431 lei, reflecting the increase in the salary rights of auxiliary teaching staff and non-teaching staff, according to the provisions of GEO no. 53/2024.

Also, CNFIP established that the standard cost value for expenses for continuing training and goods and services, related to the same coefficient, should be 704 lei for 2025. This increase of 8,5% compared to the previous year takes into account the average rate of change in consumer prices over the last 12 months and the need to cover additional costs generated by continuing training.

Between 2013 and 2023, the costs related to salaries, allowances and other salary rights, as well as those for professional training and periodic evaluation of students, were determined according to GD no. 72/2013. The new changes, adopted through the proposal to amend Government Decision 68/2024, will ensure a more precise allocation of public funds, coming from the state budget and from the amounts deducted from VAT by local budgets.

The Minister of Education, Daniel David, stated that these measures are essential to respond to current challenges in the education sector:
"By adjusting the standard costs per student, we ensure that the financing of state pre-university education units correctly reflects the evolution of the costs of salaries and related expenses. This decision will support both teaching and non-teaching staff, contributing to improving learning and working conditions in schools."

In addition, during the CNFIP meeting, the introduction of reduced-frequency primary education in annexes no. 2 and 3 of the decision was also approved, a measure that meets the specific needs of some educational sectors.

The final adoption of the new methodological norms will take place in the coming period, after the Government Decision on the proposed changes will be published. This action marks an important step in the modernization of the state pre-university education financing system, aligning it with the continuous evolution of costs and development needs in the education sector.
