Today iH8sn0w published a video, the one above, demonstrating the porting of Multitasking from iOS 4.0 to the iPod Touch 2G, although Apple officially stated that the iPod Touch 2G does not have hardware powerful enough to use the multitasking option.
Shortly after posting that video, MuscleNerd a announced the availability of the jailbreak program redsn0w 0.9.5 beta 5 with which you can jailbreak iOS 4.0 GM for iPhone 3G and iPod Touch 2G but you can automatically add the multitasking option for the 2 devices. In short, once you jailbreak, you have the multitasking option already activated.
This version of redsn0w ONLY works on Mac OSX so don't try to download the program on Windows because it won't work. A Windows version of redsn0w to jailbreak iOS 4.0 will be available after the official release of iOS 4.0.
