Will jailbreaking and decoding be declared legal in the US?

According to the newspaper The Washington Post, the federal government in the USA will introduce a new law that will give iPhone users the opportunity to jailbreak, decode their phones and install applications not accepted by Apple completely legally. So far Apple considers jailbreaking/decoding as illegal practices and refuses to guarantee any jailbroken/decoded phone, but if this law passes then Apple will be forced to give up these measures.

Owners of the iPhone will be able to break electronic locks on their devices in order to download applications that have not been approved by Apple. The government is making that legal under new rules announced Monday....Another exemption will allow owners of used cell phones to break access controls on their phones in order to switch wireless carriers.

I don't know how much influence Apple has on the American government, but if this law is approved, then it is very likely that the number of those who jailbreak will increase enormously.

What do you think, will the jailbreak be declared legal in the USA?.
