During this night, Orange updated its carrier bundle for iOS by releasing version 11.1 which can be installed by you by accessing the Settings>General>About section. As soon as you access that section, you will be greeted by the above message asking you to install the new Carrier Bundle update for your terminal. For now, I have managed to find out that through this update Orange has activated the Personal HotSpot option for all subscribers, including prepaid card holders who do not have the option active until now.
In April Orange offered Personal HotSpot/internet tethering for free for all its subscribers, but prepaid card holders were left with the impossibility of activating this option. If you have a prepaid card, please confirm/deny if Personal HotSpot works for you. If I find out other information about this update, I will let you know during this day through the same article.
