If you don't have a developer account with Apple you can download iOS 6GM following this link. Installation procedure you have it here and if you do not respect it, you will not be able to activate the terminal. In general, the GM versions are activated without problems, even if you do not have a UDID registered with Apple, but to avoid problems like this, follow that procedure.
