The image below shows the evolution of the application's design over the years, and theoretically some elements seem to represent a combination of those present in the versions released for WWDC 2011 and 2012.
It's hard to guess based on an application what a modified design of iOS 7 will look like, but you can see that compared to the version released last year, this year's application is not that different. It is true that the design is somewhat more attractive, but the changes are not radical and probably the application does not represent a preview of the changes from iOS 7.
