Australia, Canada, China, France, Germany, Hong Kong, Japan, Great Britain, Singapore and the USA are the countries in question, and on September 20 at 8 am Apple stores, and those of operators/retailers, will open and begins to sell the two devices.
Although iPhone 5C is available for pre-order in all these countries as early as Friday, iPhone 5S it was offered for pre-order only in China, so in the rest of the countries there will most likely be long queues in front of Apple stores.
