iOS 7 can be jailbroken for almost a month using evasi0n7, and in the case iOS 6.1.3 - iOS 6.1.5 we p0sixspwn which performs the same procedure. Unfortunately, none of these programs perform a hacktivation of iPhones for which you do not have the operator's card on which it is coded and unfortunately there is no other software solution to do this. A version of sn0wbreeze for iOS 6.1.3 - iOS 6.1.5 will allow you to do this on iPhones, but it is not yet known when this program will be released with compatibility for those versions of iOS.
In the meantime, there are still hardware solutions to solve the problem, and I am of course talking about activation cards. One of them is called R-SIM 9 Pro, she promising to activate any iPhone 4S, iPhone 5 iPhone 5S or iPhone 5C without the operator's card entered in the terminal. This card does inclusive DECODE for your terminals, and at the price of $20 you won't find a service anywhere that performs permanent decoding, so you really don't have another better solution.
These cards do not activate iPhones that are blocked with Activation Lock, i.e. with Apple ID.
