"Borrowing", again, a Snapchat function, Instagram will notify each user through a message if someone takes a screenshot of a picture or some sequences from a video clip, from the profile. The message is one and temporary and it disappears like Snapchat videos after they are viewed.
For now, you can capture public media content normally, without any alerts. A lot of people on the Internet thought that the notification was sent for absolutely all photos and got scared.
For now, it is not known when this new feature will be available, appearing only in the applications of some iOS users.
