RCS & RDS. Vodafone, Orange, Telekom, are the reason why the Romanian Government made a very important change today that affects all customers in Romania, and whose effects we must all know about. More precisely, after many months of pressure from RCS & RDS, and other telecom operators, the Romanian Government has finally made changes to GEO 114/2018, which you can read here, an ordinance that generated a lot of controversy in 2019.
RCS & RDS. First of all, the new GEO lists the frequencies that will be offered for auction by those from ANCOM in the fall of this year, GEO 114/2018 omitting to clearly specify what these will be. Because of this omission, ANCOM could not create the specifications for the auction for 5G frequencies, but now the problem has been solved, and by July 31, 2019, together with RCS & RDS, and the rest of the telecom environment, everything will be solved.

RCS & RDS. Including the minimum amount imposed for offering 5G licenses was also reduced, along with the participation fee that each operator will have to pay to have access to this auction. These changes save those from RCS & RDS, or other telecom operators, from huge investments to be able to use the new frequencies in the 5G networks they intend to launch in 2019, some of which are already active on old frequencies.
The granting of licenses for the use of radio frequencies through competitive or comparative selection procedures is conditioned by the payment of a license fee to the state budget; the amount of the license fee in the case of the comparative selection procedure, respectively its minimum value in the case of the competitive selection procedure, as well as the conditions regarding the payment will be established, for each individual case, by a Government decision initiated by ANCOM and will follow , inter alia, the allocation and effective use of rights of use, and where possible, will take into account the possible costs of meeting the conditions of authorization imposed to promote public policy objectives.
RCS & RDS. Another important provision that has been modified is the fine that operators would be obliged to pay if they build on private property, that is, if they connect a customer through a new connection point. The imposition of this fine has been postponed until March 2020, so that RCS & RDS, and the other companies, can continue their activities without problems, and without fear of very large fines.
RCS & RDS. Having said that, the auction for 5G networks can take place without problems this year, and so all Romanians will have new services from the fall of this year, without problems.
