RCS & RDS, Telekom, Orange, Vodafone still have unexpectedly big problems in Romania due to some legislative changes made by the Romanian authorities at the end of 2018. Although many people thought that the problems brought by GEO 114/2018 have disappeared, in reality, they only they entered into force silently, so that now RCS & RDS, and the rest of the telecommunications operators, are struggling to get rid of their effects.

RCS & RDS is affected by the changes that GEO 114/2018 brings to the infrastructure construction side that both this company and the others want to make to expand their services in Romania. Just yesterday RCS & RDS, and the other telecommunications operators, had a press release issued by the organization that represents them, praising an initiative of the authorities that aims to simplify their infrastructure expansion process

RCS & RDS, but also the rest of the telecom environment, are still waiting to see how they will be able to buy the radio frequencies for the 5G networks in Romania, OUG 114/2018 bringing very big problems for this process as well. Theoretically, the problems should have been solved, so that RCS & RDS, and the rest of the operators, have a simple procedure and without very high costs, so that they can launch the 5G networks without problems in Romania.

RCS & RDS, along with Orange and Telekom, are conducting intense negotiations to buy everything they can from the German group, its assets being for sale due to the very big problems the company has. RCS & RDS would buy the mobile infrastructure and licenses, without customers, Orange would buy the fixed division, but only if they don't have authorization problems from the authorities in Romania.

RCS & RDS does not want to take over the operator's clients, which could lead to the authorization of the transaction at the European Commission, which would greatly complicate things and prolong the process, so it remains to be seen what will happen.
