Huawei is going to be investigated in Romania because of a document signed by Klaus Iohannis during his penultimate visit from the USA, this memorandum regarding 5G security for both countries. Because this document was one of the reasons why the tender for 5G networks was postponed to 2020, the Minister of Communications published today the document based on which Huawei will be investigated in Romania soon.
Huawei is not mentioned in this memorandum, but neither China, as it was said in the press release published by the authorities after its signing in the USA, but it is clear that this was discussed there. Even if the memorandum does not directly refer to any company from China, it is clear that Romania is asked to ban companies like Huawei, whose state in which they operate can arbitrarily demand access to the software of their products.

Huawei will still be investigated based on three provisions of this memorandum that target companies that are controlled by other states, that do not have a transparent shareholding, or if the company does not have an ethical and transparent corporate behavior. According to the information provided by Klaus Iohannis after signing this memorandum, CSAT would be the body within which the Huawei investigation will be officially decided.
Huawei could have 5G equipment banned for 5G networks in our country if the Americans like it, but everything depends on how things will go after the presidential elections, on which a lot depends. The new government will also have a say in what will happen to Huawei in Romania, and Ludovic Orban announced that an analysis will be made based on the requirements imposed by this memorandum.
