The Government of Romania announced the intention to make a critical decision for the customers who use Digi Mobil, Orange, Vodafone, Telekom services at the moment, and this will affect all Romanians, in one form or another. In August, the Romanian Government took the decision to prohibit the purchase of prepaid cards without a bulletin starting from January 1, 2020, but it seems that the measure will not be imposed for Romanians and Digi Mobil, Orange, Vodafone, Telekom from Wednesday itself.
The Government of Romania has on the agenda of today's meeting an ordinance that will postpone for 3 months the entry into force of this new measure which is intended to protect the 112 emergency service. The Government of Romania wanted in the summer to impose to those from Digi Mobil, Orange, Vodafone, Telekom to collect identification data about those who buy prepaid cards, so that they can be easily identified if they initiate false calls to 112, or commit other crimes.

Digi Mobil, Orange, Vodafone, Telekom already collect data about some of their customers when they sign up for subscriptions, and they have databases with a lot of identification information about people, even if they do not sell prepaid cards based on a newsletter. This will definitely change because the Romanian Government knows very well that this solution is necessary to catch criminals who take advantage of this legislative loophole and do what they want without being caught, the measure being extremely good.
The Romanian Government will decide to postpone the entry into force of this legislative provision in order to allow the Constitutional Court to make a decision on a notification made vis-à-vis the amendment by March 31. If the Constitutional Court of Romania will reach the conclusion that the measure is legal, then the Romanian Government will require those from Digi Mobil, Orange, Vodafone, Telekom to sell prepaid cards only on the basis of bulletins.
Digi Mobil, Orange, Vodafone, Telekom have no way to stop this, nor should they oppose it, because the measure taken by the former Government of Romania is taken to help everyone.
