ANCOM: FINES of MILLIONS of LEI Applied to Telecom Markets

ANCOM announced today that in the course of 2019 it applied total fines worth several million LEI to telecommunications service providers in Romania, a substantial figure, but which more than likely does not scare them.

ANCOM applied the largest fines to the Orange, Vodafone, Telekom and RCS & RDS groups following an extensive action to measure the GSM coverage they offer in Romania, the amount of those fines reaching 2.6 million LEI.

ANCOM also applied total fines of 2.15 million LEi on the electronic communications market following 2326 control actions, an amount almost as high as that applied to operators just for not covering Romania properly with their networks.

ANCOM applied 14 fines worth 72.000 LEI to television and radio broadcasting providers, plus another 48 fines worth 366.000 LEI to CATV service providers, so irregularities were detected including for these types of services.

"In 2019, our activity of monitoring the radio frequency spectrum in Romania allocated to mobile phone services was implemented in an IT tool that integrates all the results of ANCOM measurements, made available to users who want to check the degree of coverage with voice services , available at ww.aisemnal.ro. The measurements were carried out as part of an extensive monitoring campaign to verify the fulfillment of the operators' obligations in terms of voice service coverage, and sanctions were also applied, in proportion to the percentage of coverage achieved by each individual operator."

ANCOM had thousands of controls in Romania during 2019, and applied fines of over 5 million LEI for detected irregularities, most of them for large telecommunications groups in Romania, they having such high revenues that fines do not represent any problem.
