The Romanian government is on alert for October

The Romanian government is extending the state of alert in our country for another month, and this is because it needs all the measures already imposed, plus new ones, in order to succeed in trying to protect the population from a possible infection with the new Corona virus in the coming weeks .

"Considering the analysis of the risk factors regarding the management of the emergency situation generated by the SARS-CoV-2 virus, on the territory of Romania on 11.10.2020, carried out at the level of the National Center for Coordination and Management of the Intervention, taking into account the persistence of a number increased number of infected people on the national territory, as well as the daily appearance of new cases of infected people, aspects that generate constant pressure on the management capacity of administrative-territorial units and the health system,

in the context of the need to create the socio-economic conditions necessary for the gradual relaunch of the national economy, while maintaining an adequate level of alert at the level of the components of the National Emergency Management System,

considering the provisions of art. 7 ^ 1 of the Government Emergency Ordinance no. 11/2020, regarding the medical emergency stocks, as well as some measures related to the establishment of the quarantine, approved with modifications and completions by Law no. 20/2020, with subsequent amendments and completions, regarding the empowerment of the Secretary of State, Head of the Department for Emergency Situations within the Ministry of Internal Affairs to order any necessary measures for situations where there is an imminent risk to public health, as well as GD no. 557/2016 on the management of risk types,

In accordance with Art. 4 para. (1) lit. c) and d) and art. 81 of GEO. no. 21/2004 on the National Emergency Management System, with subsequent amendments and completions,

pursuant to the provisions of art. 4 and art. 11 paragraph (1) from Law no. 136/2020 republished, regarding the establishment of measures in the field of public health in situations of epidemiological and biological risk, art. 9 para. 1, art. 32 para. 2, art. 37, art. 41, art. 42 para. 1, art. 43 para. 1, art. 44 para. 2 and 3, art. 45 para. 1 and art. 71 of Law no. 55/2020 regarding some measures to prevent and combat the effects of the COVID-19 pandemic, of art. 20 lit. l) from Government Emergency Ordinance no. 21/2004 regarding the National Emergency Management System, approved with amendments and additions by Law no. 15/2005, with subsequent amendments and additions, and of art. 2 and art. 4 of Government Decision no. 94/2014 regarding the organization, operation and composition of the National Committee for Special Emergency Situations.

Art. 1 It is proposed to extend the alert status on the entire national territory, for a period of 30 days, starting with 15.10.2020.

Art. 2 The measures for prevention and control of infections generated by the SARS-CoV-2 virus, necessary to be adopted starting with 15.10.2020, in the current epidemiological context, are provided in Annex 1.

Art. 3 The list of countries/areas of high epidemiological risk is approved for which the measure of quarantine is instituted on people arriving in Romania from them, in force starting from 15.10.2020, provided in annex 2.

Art. 4 Decision of the National Committee for Emergency Situations no. 36 / 21.07.2020 is completed at art. 3, para. (1), with two new letters as follows:
 "y) persons handed over to the Romanian authorities on the basis of Readmission Agreements, returned in an accelerated procedure.";
 "z) employees/representatives of economic operators from Romania who travel outside Romania for the purpose of negotiating/signing commercial contracts/agreements, if they present a negative test for SARS-CoV-2, carried out no later than 48 hours before entry on the national territory, as well as a document justifying participation in the negotiation or the signed commercial contract/agreement".

Art. 5 Decision of the National Committee for Emergency Situations no. 36/21.07.2020 is added to art. 3, with a new paragraph after paragraph (3), as follows:
 "(4) The SARS-CoV-2 tests requested according to the provisions of para. (1) and (2) must be carried out at authorized laboratories, and the results must also contain the identification data of the persons for whom the tests were carried out".

Art. 6 Decision of the National Committee for Emergency Situations no. 36 / 21.07.2020 is amended to art. 5 paragraph 1 and will have the following content:
"(1) For special situations involving participation in family events related to birth, marriage or death, travel for medical interventions / treatments in cases that do not support postponement (eg oncological diseases, chronic renal failure - in hemodialysis program), change identity documents, leaving the country, performing the test provided in art. 3 paragraph (3) etc., the temporary suspension of the quarantine measure provided in art. 2 and art. 4, based on the supporting documents. ”

Art. 7 This decision is communicated to all components of the National Emergency Management System, for implementation by order and administrative acts of their leaders.

Art. 8 Annexes 1 and 2 are an integral part of this decision.

1. The operational coordination of the ambulance services and of the voluntary services for emergency situations by the county inspectorates / Bucharest-Ilfov for emergency situations is maintained, as well as of the local police by the General Police Directorate of Bucharest / the county police inspectorates .

2. The obligation to ensure the continuity of the activity of residential care and assistance centers for the elderly, residential centers for children and adults, with and without disabilities, as well as for other vulnerable categories and to establish the work schedule of employees with the approval of the county public health directorates is maintained , respectively of the municipality of Bucharest.

3. Weekly testing is proposed, through the care of the public health departments, of the care staff who carry out their activity in the settlements provided for in point 2.

4. The obligation of residential social service providers to organize their program according to the existing epidemiological context at local level and in compliance with the rules in force on labor legislation shall be maintained. The activity at the level of these services will be organized and carried out in compliance with the rules for preventing the spread of the SARS-CoV-2 virus established by the competent authorities.

5. The obligation to carry out the activity of all operative centers for emergency situations with temporary activity in a permanent regime, as well as the National Center for Coordination and Management of the Intervention and the county/municipality centers for coordination and management of the intervention, is maintained.

6. It is considered necessary to maintain the obligation to wear a protective mask in closed public spaces, commercial spaces, public transport and at work, under the conditions established by joint order of the Minister of Health and the Minister of Internal Affairs.

7. The possibility of isolation and quarantine is maintained under the conditions of art. 7, 8 and 11 of Law no. 136/2020 regarding the establishment of measures in the field of public health in
epidemiological and biological risk situations.

8. It is considered necessary to establish the obligation to wear a protective mask so that it covers the nose and mouth, in the counties/localities where the cumulative incidence of
of cases in the last 14 days is less than or equal to 3/1.000 inhabitants for all persons who have reached the age of 5, present in open public spaces, such as markets, fairs, waiting areas (bus stations, platforms and others like), the cliffs, the areas where public celebrations or pilgrimages are held, the exterior of tourist attractions, commercial pedestrian areas and in the vicinity of educational institutions up to a distance of 50 m from the entrance to the school perimeter.

9. Under the terms of point 8, Administrators/Owners of open public spaces display in a visible place information regarding the obligation to wear a protective mask in the respective spaces, at the request of the Bucharest county/municipality committee for emergency situations.

10. It is considered necessary to establish the obligation to wear a protective mask, so that it covers the nose and mouth, in the counties/localities where the cumulative incidence of
of cases in the last 14 days is greater than 3/1.000 inhabitants, for all persons who have reached the age of 5, in all open public spaces.

11. It is considered necessary to establish the obligation to wear a protective mask, so as to cover the nose and mouth, for candidates and campaign teams during
events/meetings/actions related to the electoral campaign of the 2020 Senate and Chamber of Deputies elections.

12. Considers it necessary to maintain prohibitions on the organization and holding of rallies, demonstrations, processions, concerts or other types of gatherings in open spaces, as well as gatherings of the nature of cultural, scientific, artistic, sporting or leisure activities indoors, except for those organized and conducted in accordance with paragraphs 13 to 29.

13. Physical training activities within sports structures and bases, consisting of training camps, training and sports competitions organized in Romania may be carried out only under the conditions established by the joint order of the Minister of Youth and Sports and the Minister of Health.

14. Sports competitions can be held on the territory of Romania without spectators, only under the conditions established by the joint order of the Minister of Youth and Sports
and the Minister of Health.

15. Under the conditions of point 13, it is allowed to carry out by professional, legitimate and / or performance athletes the physical training activities in indoor or outdoor pools, and the physical training activities in closed spaces are allowed only in compliance with the rules. distance between participants, so as to ensure a minimum of 7 sqm / person.

16. The activities of museum institutions, libraries, bookstores, cinemas, film and audiovisual production studios, performance and/or concert institutions, popular schools, arts and crafts, as well as outdoor cultural events are carried out only in the conditions established by the joint order of the Minister of Culture and the Minister of Health.

17. Under the conditions of point 16, the organization and operation of cinemas, performance institutions and/or concerts is allowed, with the participation of the public up to 50% of the maximum capacity of the space, if the cumulative incidence in the last 14 days of the cases in the counties/localities is less than or equal to 1,5/1.000 inhabitants, with public participation up to 30% of the maximum capacity of the space, if the cumulative incidence in the last 14 days of cases in the county/locality is greater than 1,5 and less or equal to 3/1.000 inhabitants and is prohibited when the incidence exceeds 3/1.000 inhabitants.

18. Under the conditions of point 16, the organization and performance of drive-in shows are allowed in counties/localities where the cumulative incidence in the last 14 days of cases is less than or equal to 1,5/1.000 inhabitants, only if the occupants of a vehicle are members of the same family or represent groups of up to 3 people, and the organization and holding of outdoor shows, concerts, public and private festivals or other cultural events are only allowed with the participation of no more than 300 spectators with seats , located at a distance of at least 2 meters from each other, as well as wearing a protective mask. Activities are prohibited at the level of counties/localities where the cumulative incidence in the last 14 days of cases is greater than 1,5/1.000 inhabitants.

19. The activity of religious services, including collective services and prayers, is carried out inside and / or outside places of worship in accordance with the rules of health protection, established by joint order of the Minister of Health and the Minister of Internal Affairs.

20. Under the conditions of point 19, to prevent the spread of SARS-CoV-2 infections, the organization of religious processions and/or pilgrimages is allowed only with the participation of people who have their domicile or residence in the locality where the respective activity is carried out.

21. It is proposed to prohibit participation in the religious processions and/or pilgrimages provided for in point 19 of persons who do not have their domicile or residence in the localities where these activities are carried out.

22. The ban on outdoor recreational and sports activities is maintained, except for those carried out with the participation of no more than 10 people who do not live together, established by joint order of the Minister of Health, as the case may be, with the Minister of Youth and Sports, the Minister environment, water and forests or the minister of agriculture and rural development.

23. It is proposed to prohibit the organization of private events (weddings, baptisms, festive meals, etc.) both in open and closed spaces (halls, cultural hostels,
restaurants, bars, cafes, event halls/tents, etc.).

24. It is allowed to organize training courses and workshops for adults, including those organized for the implementation of projects financed by European funds, with a maximum number of participants of 25 people inside and a maximum of 50 people outside and with compliance with the rules of public health established in the order of the Minister of Health.

25. It is allowed to organize and conduct activities in the open air by institutions with duties in the field of national defense, order and public safety
specific, under the supervision of an epidemiologist.

26. It is allowed to organize and carry out specific activities in the diplomatic field, at the headquarters of diplomatic missions and consular offices accredited in
Romania, organized in the open air, so that a surface of at least 4 square meters is ensured for each participating person and compliance with sanitary protection rules.

27. It is allowed, under the terms of Law no. 60/1991 on the organization and conduct of public gatherings, republished, the organization of rallies with a maximum number of participants of 100 people and in compliance with the following measures:

a) wearing a protective mask, so as to cover the nose and mouth, by all participants;

b) mandatory disinfection of hands, for all persons arriving in the space where the rally is held;

c) maintaining the physical distance of at least 1 meter between the participants and ensuring an area of ​​at least 4 sqm / person where possible;

d) disinfection of the hands of the people who distribute any materials during the rally; 

e) application of collective and individual hygiene rules to prevent contamination and limit the spread of the SARS-CoV-2 virus;

28. It is allowed to organize and hold events/meetings within the electoral campaign with the obligation of the organizers to ensure compliance with the following measures:

a) wearing a protective mask, so as to cover the nose and mouth, by all participants in events/meetings;

b) performing observational triage and mandatory hand disinfection for all persons entering/arriving in the space where the events/meetings take place;

c) maintaining a physical distance of at least 1 meter between participants in events/meetings, including those held on the street or from door to door;

d) displaying the rules of access and individual protection in visible places in the premises where the events/meetings take place;

e) limiting the number of participants to a maximum of 20, in the case of events/meetings/actions held in a closed space and their duration to a maximum of two hours;

f) limiting the number of participants to a maximum of 50, delimiting the perimeter with visible signs and ensuring an area of ​​at least 4 sqm/person, in
the case of outdoor events/meetings/actions;

g) limiting the number of people moving in a group or forming a group to a maximum of 6, in the case of actions carried out on the street;

h) limiting the number of people making up the teams to a maximum of 2, in the case of door-to-door actions;

i) disinfection of the hands of the persons who distribute the electoral propaganda materials, before the start of the action;

j) application of collective and individual hygiene rules to prevent contamination and limit the spread of the SARS-CoV-2 virus.

29. It is proposed to maintain the traffic ban within the localities for persons in pedestrian groups larger than 6 persons who do not belong to the same family, as well as the formation of such groups.

30. It is proposed to maintain the prohibition of foreign citizens and stateless persons, defined according to GEO no. 194/2002 regarding the regime of foreigners in Romania, with subsequent amendments and additions, with the following exceptions:

a) family members of Romanian citizens;

b) family members of citizens of other EU member states or of the European Economic Area or of the Swiss Confederation, with residence in Romania;

c) persons who possess a long-stay visa, a residence permit or a document equivalent to the residence permit issued by the authorities or an equivalent document issued by the authorities of other states, according to EU law;

d) persons traveling in professional interest, proven by visa, residence permit or another equivalent document, medical professionals, researchers in the field
medical, medical staff for geriatric care, transporters and other categories of personnel involved in the transport of goods who ensure such necessary transports;

e) the staff of diplomatic missions, consular offices and international organizations, as well as their family members who accompany them in permanent missions on the territory of Romania, military personnel or personnel who can provide humanitarian aid;

f) persons in transit, including those repatriated following the granting of consular protection;

g) passengers traveling for imperative reasons;

h) persons in need of international protection or for other humanitarian reasons, persons subject to the provisions of Regulation (EU) no. Regulation (EC) No 604/2013 of the European Parliament and of the Council of 26 June 2013 establishing the criteria and mechanisms for determining the Member State responsible for examining an application for international protection submitted in one of the Member States by a third-country national or a stateless person and persons returned on the basis of readmission agreements;

i) foreigners and stateless persons traveling for study purposes;

j) foreigners and stateless persons, highly qualified workers, if their employment is necessary from an economic point of view, and the activity cannot be postponed or carried out abroad;

k) foreigners and stateless persons, cross-border workers, seasonal workers in agriculture, navigation, maritime and river personnel;

l) the members of the international sports delegations that participate in sports competitions organized on the Romanian territory, in accordance with the law;
m) members of filming teams of cinematographic or audiovisual productions, technical and artistic staff participating in cultural events taking place
on the territory of Romania, based on proven contractual relationships or supporting documents.

31. Unless otherwise regulated at national level, the measure set out in point 30 shall no longer apply to foreign nationals and stateless persons originating in or residing in third countries from which, at European level, it is established to lift temporary restrictions on non-essential travel to the European Union. .

32. Zonal quarantine can be instituted under the conditions of art. 7 and 12 of Law no. 136/2020 regarding the establishment of measures in the field of public health in situations of epidemiological and biological risk.

33. Suspension of flights performed by economic operators in aviation to and from countries that are not subject to the exception from quarantine/isolation established by the National Institute of Public Health and approved by the National Committee for Emergency Situations, and from these countries to Romania for all airports from Romania, according to art. 37 of Law no. 55/2020, with subsequent amendments, is made by decision of the National Committee for Emergency Situations.

34. The following categories of flights are exempted from the provisions of point 33:

a) performed with state aircraft;

b) transport of goods and / or correspondence;

c) humanitarian or providing emergency medical services;

d) for search-rescue or intervention in emergency situations, at the request of a Romanian public authority;

e) with the purpose of transporting the technical intervention teams, at the request of the economic operators established in Romania;

f) non-commercial technical landings;

g) aircraft positioning, without commercial cargo (ferry);

h) techniques for performing works on aircraft;

i) carried out by air carriers holding an operating license in accordance with the regulations of the European Union, through irregular flights (charter), for the transport of seasonal workers or for the repatriation of foreign citizens, from Romania to other states, with the approval of the Romanian Civil Aeronautical Authority and of
the competent authority in the destination state;

j) performed by air carriers holding an operating license in accordance with European Union regulations, by irregular flights (charter), from other states to Romania for the repatriation of Romanian citizens, with the approval of the Romanian Civil Aviation Authority, based on the agreement of the Ministry of Internal Affairs and Ministry of Foreign Affairs;

k) carried out by air carriers holding an operating license in accordance with European Union regulations, through irregular flights (charter), for the transport of workers in the transport sector provided for in annex no. 3 to the Communication regarding the implementation of Green Lanes pursuant to
Guidelines on border management measures to protect health and ensure the availability of essential goods and services - C(2020) 1897, of 23.03.2020, from Romania to other states and from other states to Romania, with the approval of the Romanian Civil Aviation Authority and of the competent authority in the destination state.

35. It is proposed to prohibit the road transport of people through occasional services, as well as the addition of regular trips, according to the regulations in force, in order to participate in religious processions and/or pilgrimages to the places where these activities are carried out.

36. Considers it necessary to maintain the temporary, total or partial closure of the following state border crossing points:

36.1 at the Romanian-Hungarian border: Carei, Satu Mare county.

36.2 at the Romanian-Bulgarian border:

a) Lipnița, Constanța county;

b) Dobromir, Constanța County;

c) Bechet, Dolj County (except for freight traffic).

36.3 at the Romanian-Ukrainian border: Isaccea, Tulcea county (except for cargo traffic).

36.4 at the Romanian-Moldovan border:

a) Rădăuți-Prut, Botoşani county;

b) Oancea, Galati county.

36.5 at the Romanian-Serbian border:

a) Moldova Nouă, Caraş-Severin County;

b) Naidăș, Caraș-Severin county;

c) Valcani, Timiș county;

d) Stamora-Moravița, Timiș county – railway (except for freight traffic);

e) Lunga, Timiș county;

f) Foeni, Timiș county.

37. The activity with the public of economic operators that carry out preparation, marketing and consumption of food products and/or alcoholic and non-alcoholic beverages, such as restaurants and cafes, inside buildings, is carried out without exceeding 50% of the maximum capacity of the space in the counties/localities where the cumulative incidence of cases in the last 14 days is less than or equal to 1,5/1.000 inhabitants, without exceeding 30% of the maximum capacity of the space and in the time interval 06.00-23.00, if the cumulative incidence in the last 14 days of cases in the county/locality is greater than 1,5 and less than or equal to 3/1.000 inhabitants and is prohibited when the incidence exceeds 3/1.000 inhabitants.

38. The activity of restaurants and cafes inside hotels, guesthouses or other accommodation units, is carried out without exceeding 50% of the maximum capacity of the space in counties/localities where the cumulative incidence of cases in the last 14 days is less than or equal to 1,5 ,1.000/30 inhabitants, without exceeding 06.00% of the maximum capacity of the space and in the time interval 23.00-14, if the cumulative incidence in the last 1,5 days of the cases in the county/locality is greater than 3 and less than or equal to with 1.000/3 inhabitants and only for people staying in these units in the counties/localities where the incidence of 1.000/14 inhabitants is exceeded in the last XNUMX days.

39. In the situation where the activity of the economic operators provided for in points 37 and 38 is restricted or closed, the preparation of food and the sale of food products and alcoholic and non-alcoholic beverages that are not consumed in the respective premises are allowed.

40. The economic operators provided for in points 37 and 38 will comply with the obligations established by joint order of the Minister of Health and the Minister of Economy, Energy and the Business Environment.

41. The preparation, sale and consumption of food products and alcoholic and non-alcoholic beverages are allowed in specially designated spaces arranged outside buildings, in the open air, with the provision of a minimum distance of 2 m between tables and the participation of a maximum of 6 people at a table, if are from different families, and in compliance with the health protection measures established by joint order of the Minister of Health, the Minister of Economy, Energy and the Business Environment and the President of the National Sanitary Veterinary and Food Safety Authority.

42. It is proposed to maintain the ban on working in bars, clubs and discos.

43. In commercial centers where several economic operators operate, the exploitation of playgrounds, game rooms, as well as the activity of bars, clubs and discotheques is not allowed.

44. It is proposed that air transport continue to be carried out in compliance with the measures and restrictions related to the hygiene and disinfection of common spaces, equipment, means of transport and aircraft, the procedures and protocols inside airports and aircraft, the rules of conduct for airport operators' staff, airlines and for passengers, as well as regarding the information of staff and passengers, in order to prevent contamination of passengers and staff active in the field of air transport, under the conditions established by joint order of the Minister of Transport, Infrastructure and Communications,
the Minister of Health and the Minister of Internal Affairs.

45. It is proposed that rail transport continue to be carried out in compliance with the measures and restrictions related to the hygiene and disinfection of common spaces in railway stations, bus stops, stations or stopping points, train equipment and fittings, procedures and protocols inside stations, bus stops , stations or stopping points, but also inside the carriages and train sets, the degree and mode of occupation of the rolling stock, the rules of conduct for the operators' staff and for passengers, as well as regarding the information of the staff and passengers, in order to prevent the contamination of passengers and the staff working in the field
rail transport, under the conditions established by joint order of the Minister of Transport, Infrastructure and Communications, the Minister of Health and the Minister of Internal Affairs.

46. ​​It is proposed that road transport continue to be carried out in compliance with the measures and restrictions related to the hygiene and disinfection of the means of transport, the procedures and protocols inside the means of transport, the degree and mode of occupation of the means of transport, the rules of conduct for operator staff and for passengers, as well as regarding staff and passenger information, in order to prevent contamination of passengers and staff working in the field of road transport, under the conditions established by joint order of the Minister of Transport, Infrastructure and Communications, the Minister of Health and the Minister of Internal Affairs .

47. It is proposed that shipping should continue to be carried out in compliance with measures and restrictions relating to the hygiene and disinfection of passenger ships, the procedures and protocols inside passenger ships, the degree and occupation of passenger ships, the rules of conduct for operators and passengers, as well as for informing staff and passengers, in order to prevent contamination of passengers and personnel working in the field of shipping, under the conditions established by joint order of the Minister of Transport, Infrastructure and Communications, the Minister of Health and the Minister internal affairs.

48. It is proposed that the domestic and international transport of goods and people continue to take place, under the conditions established by joint order of the minister
transport, infrastructure and communications, the Minister of Health and the Minister of Internal Affairs.

49. The suspension of the activity of economic operators carried out indoors in the following areas: activities in swimming pools, playgrounds and games rooms shall be maintained.

50. Activity with the public of licensed economic operators in the field of gambling is allowed without exceeding 50% of the maximum capacity of the space in
counties/localities where the cumulative incidence of cases in the last 14 days is less than or equal to 1,5/1.000 inhabitants, without exceeding 30% of the maximum capacity of the space, if the cumulative incidence in the last 14 days of cases in the county/locality is greater than 1,5 and less than or equal to 3/1.000 inhabitants and is prohibited when the incidence exceeds 3/1.000 inhabitants.

51. It is proposed to maintain the obligation for public institutions and authorities, economic operators and professionals to organize the activity, so as to ensure, at
mandatory entry into the premises, epidemiological triage and mandatory hand disinfection, both for the own staff and for visitors, under the conditions established by joint order of the Minister of Health and the Minister of Internal Affairs.

52. The obligation is maintained that the activity at the level of dental offices and non-COVID health units, to be carried out only under the conditions established by
order of the Minister of Health.

53. The obligation of economic operators carrying out activities of gambling, personal care, tourist reception with accommodation functions, as well as
work activities in offices with common spaces in an open system to comply with the prevention rules established by the joint order of the Minister of Economy, Energy and
of the business environment and of the Minister of Health, on the basis of which they can carry out their activity.

54. Economic operators carrying out gambling activities have the obligation to respect the working hours with the public and the restrictions established by decision of the National Committee for Emergency Situations, at the proposal of the Technical-Scientific Support Group on the management of highly contagious diseases in Romania or of the county / municipality committee of Bucharest for emergency situations. The measures shall be established for administrative-territorial units where there is an intense Community spread of the virus and / or an increasing number of persons infected with the SARS-CoV-2 virus.

55. The obligation of economic operators carrying out activities of outdoor swimming pools, outdoor swimming pools or sports / fitness halls to comply with the prevention rules established by the joint order of the Minister of Youth and Sports and the Minister of Health shall be maintained.

56. The obligation of economic operators carrying out spa treatment activities to comply with the prevention rules established by order of the Minister of Health is maintained.

57. The obligation is maintained that the activity in nurseries, kindergartens and after-schools, is carried out only in compliance with the conditions established by joint order of the Minister of Education and Research, the Minister of Labor and Social Protection and the Minister of Health.

58. Teaching and other specific activities are allowed within educational units/institutions, as well as the organization and conduct of exams for pupils/students, teaching staff, subject to compliance with the preventive measures established by joint order of the Minister of Education and Research and of
the minister of health.

59. It is proposed that upon the occurrence of 3 cases of SARS-CoV-2 illness in a period of 7 consecutive days, the measure of closing the building for a period of 14 days will be instituted in the spaces intended for the accommodation of pupils or students. For pupils/students who do not have the possibility to travel to their home or another location
ensures, by the responsible educational unit, accommodation under quarantine conditions, as well as the necessary measures to support the provision of basic needs.

60. It is proposed to establish the obligation to analyze the way of carrying out the activity and the organization of the work schedule in telework or home work regime
for all institutions and public or private economic operators.

61. In order to avoid crowding of public transport, public and private economic institutions and operators organize the work schedule so that the staff is divided into at least two groups that start and finish the activity at least 1 hour apart.

62. Finding that the cases fall within the limits of cumulative incidence for the last 14 days in order to implement the measures established in this decision
carried out within a maximum of 48 hours from reaching them by decision of the Bucharest county/municipality committee for emergency situations based on the analyzes
presented by the county public health departments, respectively of the Bucharest municipality, and the measures are applied for a period of 14 days, to be reevaluated at the end of it.

63. The county public health departments, respectively of the Bucharest municipality, calculate daily, for each locality in the area of ​​competence, the cumulative incidence
of cases for the last 14 days and present to the county/municipality of Bucharest committee for emergency situations, the resulting analysis within no more than 24 hours from the date
finding that the limits established in this decision have been reached.

64. When determining the incidence per 1000 inhabitants in the last 14 days, outbreaks in residential care and assistance centers for the elderly, residential centers for children and adults, with and without disabilities, as well as for other vulnerable categories, are not taken into account, including dormitories, boarding schools and hospitals."
