Tutorial: How to Download the COVID Certificate in Romania (VIDEO)

The COVID certificate, or the digital green certificate, will be available for download starting from July 1, that is, tomorrow, and in the video clip above, the STS spokesperson presents a tutorial for its download.

The COVID certificate can be downloaded from a special website made by STS to facilitate obtaining it in 10 steps, yes, 10, but if you are patient, in the video clip above you have explained each step to obtain the QR code from which you need.

The COVID certificate is issued after you create an account in the special platform made by STS for its issuance, and there you will have to provide a series of accurate data to have it issued, but after completing the procedure you will be able to use it to travel more freely through Europe.


The web portal from which Romanian or foreign citizens can generate their EU digital certificates regarding COVID is ready for launch on July 1, 2021. The STS specialists, who developed the entire IT system, made the last optimizations, in accordance with the provisions of the GEO adopted by the Government of Romania .

Those who want a certificate to travel safely during the COVID-19 pandemic will have the platform available starting Thursday. The application interface is intuitive, and in less than 10 steps, the certificate can be obtained:

1. Authentication is based on an e-mail address.
2. If the e-mail is valid, the computer system sends a link, which after accessing will direct the user to the main page of the platform.
3. The green "New certificate" button is accessed.
4. Choose the type of identity document on the basis of which the applicant was registered for testing or vaccination.
5. Romanian citizens and those with CNP issued by the Romanian authorities access the "CNP" button, followed by the age category. In the dedicated fields, enter: the personal numerical code, the series and number of the identity document, the initial of the name, the initial of the first name and the type of certificate desired. Foreign nationals select the "Passport/ID" option and fill in the fields that include: "Passport issuing country", "passport or identity card" number, first and last name initials, and then choose the type of certificate.
6. Depending on the category, complete:
– To generate the vaccination certificate, choose the type of administered serum, the county where it was vaccinated and enter the number corresponding to the month in which the vaccination took place.
– To generate the recovery certificate after COVID, choose the county where the testing was done and the month in which the person was confirmed positive.
– To generate the test certificate, choose the county where the test was performed and the month in which it was performed. For this type of certificate, the validity is a maximum of 72 hours from the completion of the negative test.
7. The "Save" button is pressed, and the application registers the request to generate the EU digital certificate regarding COVID.
8. Later, in the "List of certificates" section, it will be possible to view all the certificates issued from that e-mail account.

Some important details:

1. The certificate is free.
2. In the case of minors under the age of 14, parental consent is required.
3. The time to generate the certificate can be from a few seconds to an hour, depending on the number of requests.
4. When the certificate is generated, the person who requested it is notified by e-mail.
5 When entering the member states of the European Union, the verification of certificates is carried out by scanning the QR code. The user can access and view it both from the list of certificates - by selecting the certificate, and by actually downloading, in *pdf format, the document, which can be printed.

For support in issuing certificates or obtaining other information regarding their use, a Call Center has been operationalized at the telephone number 021.414.44.25. Also, the certificate can be obtained in written form through the town hall in which the person resides, the public health department or the community public service for records of persons.

In situations where inaccuracies occur between the information filled in by a person and those recorded in the databases connected to the platform, data corrections must be made. Therefore, the request to issue vaccination certificates must be made at least 5 working days before the time of use, and for test ones at least 12 or 48 hours, depending on the type of test performed – rapid or PCR.
