Romanian Government New Entry Restrictions Officially Adopted by CNSU

The Government of Romania has officially adopted the new restrictions on entry into Romania imposed due to the Omicron variant of the Coronavirus, and according to the recent CNSU decision, they will come into force starting on December 10, being valid until January 8, 2022.

The Romanian government decided to impose the measures that we already knew from the past days, the authorities in our country avoiding making important changes, so if you already knew what was going to be imposed, then you can see below that the measures have been kept

"A quarantine measure of 14 days is instituted at home, at the declared location or the specially designated space for persons arriving from the member states of the European Union, the European Economic Area or the Swiss Confederation, as follows:

a) people who arrive from the Green or Yellow zone and do not present proof of vaccination, proof of positive confirmation for infection with the SARS-CoV-2 virus in the last 180 days prior to entering the country and for whom at least 14 days have passed since the date of confirmation until the date of entry into the country or proof of a negative RT-PCR test for COVID-19 carried out no later than 72 hours before boarding (for those traveling with public transport) or entering the national territory (for those traveling with own);

b) persons who arrive from the Red zone and do not present proof of vaccination or proof of positive confirmation for infection with the SARS-CoV-2 virus in the last 180 days prior to entering the country and for whom at least 14 days have passed from the date of confirmation until date of entry into the country.

2. The measure of quarantine with a duration of 10 days is established for unvaccinated persons or for persons who have not been positively confirmed for infection with the SARS-CoV-2 virus in the last 180 days prior to entering the country and who arrive from the member states of the Union of the European Union, of the European Economic Area or the Swiss Confederation located in the Red zone, if they present a negative result of an RT-PCR test for infection with the SARS-CoV-2 virus, carried out no later than 72 hours before boarding (for those traveling by means public transport) or entering the national territory (for those traveling with their own means). 3. The following categories of persons are exempted from the quarantine measure established under the conditions of point 1 and point 2:

a) children under or equal to 12 years of age;

b) children older than 12 years and younger than 16 years, regardless of the classification of the country in the risk zone, if they present a negative result of an RT-PCR test for infection with the SARS-CoV-2 virus, carried out with at most 72 hours before boarding (for those traveling with public transport) or entering the national territory (for those traveling with their own means);

c) unvaccinated persons or persons who have not been positively confirmed for infection with the SARS-CoV-2 virus in the last 180 days before entering the country, who arrive from the Red zone and stay on the national territory for a period of less than 3 days ( 72 hours) if they have a negative result of an RT-PCR test for SARSCoV-2 virus infection, performed no later than 72 hours before boarding (for those traveling by public transport) or entering the national territory (for those who travel with their own means). In the event that the persons do not leave the national territory within the 3 days (72 hours), with the notification of the public health department in the county where they live or where they have the declared address upon entering the country, they will be quarantined for a period of 14 days , starting with the fourth day after entering the territory of Romania;

d) persons in transit, if they leave Romania within 24 hours after entering the territory of the country;

e) cross-border workers who enter Romania from Hungary or Bulgaria, as well as Romanian citizens employed by economic operators from the mentioned countries, who upon entering the country provide proof of contractual relations with the respective economic operators;

f) pupils/students, Romanian citizens or citizens with domicile or residence outside Romania, who attend the courses of educational institutions in Romania or outside the country, commute daily to them and present supporting documents, or who have admission exams to take either for the completion of studies or who begin studies in educational units/institutions on the territory of the country or travel for activities related to the start, organization, attendance or completion of studies, as well as their companions in the situation where they are minors;

g) members of sports delegations, as well as artists and their staff who have not been vaccinated or who have not been confirmed positive for infection with the SARS-CoV-2 virus in the last 180 days before entering the country, who arrive from the Red zone to participate in competitions sports, respectively cultural, artistic or entertainment events, organized on the national territory, if they present a negative result of an RT-PCR test for SARS-CoV-2 infection carried out no later than 72 hours before boarding (for those traveling by means of public transport) or entering the national territory (for those who travel with their own means) and only participate in activities within the competitions or, as the case may be, the mentioned events;

h) drivers of motor vehicles with a maximum authorized capacity of more than 2,4 tons that ensure the transport of goods, as well as drivers of motor vehicles equipped with more than 9 seats, including the driver's seat, that ensure the transport of people, who are not vaccinated or who do not have have been confirmed positive for infection with the SARS-CoV-2 virus in the last 180 days before entering the country, arriving from the Red zone, if they present a negative result of an RT-PCR test for infection with SARS-CoV-2 carried out at most 72 hours before entering the national territory, and the travel is only for professional purposes;

i) persons handed over to the Romanian authorities on the basis of readmission agreements, returned in an accelerated procedure;

j) members of diplomatic missions, consular offices, other diplomatic representations accredited in Bucharest and holders of diplomatic passports, on the basis of reciprocity, staff assimilated to diplomatic staff, members of the Diplomatic and Consular Corps of Romania and holders of diplomatic and service passports, unvaccinated or who have not been confirmed positive for infection with the SARS-CoV-2 virus in the last 180 days before entering the country, who arrive from the Red zone and present a negative result of an RT-PCR test for infection with the SARS-CoV-2 virus carried out no later than 72 hours before boarding (for those traveling with public transport) or entering the national territory (for those traveling with their own means).

4. The quarantine measure shall be imposed at home, at the declared location or special designated place with a duration of 14 days in respect of persons arriving from third countries and shall not show a negative result of an RT-PCR test for COVID-19 48 hours before boarding (for those traveling by public transport) or entering the national territory (for those traveling by own means).

5. The quarantine measure shall be established at home, at the declared location or special space intended for a period of 10 days for unvaccinated persons or for persons who have not been tested positive for SARS-CoV-2 virus infection in the last 180 days prior to entry. arriving in the third country, regardless of their inclusion in the risk zone if they show a negative RT-PCR test for SARSCoV-2 virus infection, performed no more than 48 hours before boarding (for those traveling with means of public transport) or entry into the national territory (for those traveling by their own means).

6. The following categories of persons shall be exempted from the quarantine measure established in accordance with points 4 and 5:

a) children under or equal to 12 years of age;

b) children older than 12 years and younger than 16 years, if they present a negative result of an RT-PCR test for infection with the SARS-CoV-2 virus, carried out no later than 48 hours before boarding (for those who traveling with public transport) or entering the national territory (for those traveling with their own means);

c) unvaccinated persons or persons who have not been positively confirmed for infection with the SARS-CoV-2 virus in the last 180 days prior to entering the country, who remain in the national territory for a period of less than 3 days (72 hours) if presents the negative result of an RT-PCR test for infection with the SARSCoV-2 virus, carried out no later than 48 hours before boarding (for those traveling by means of public transport) or entering the national territory (for those traveling by means own). In the event that the persons do not leave the national territory within the 3 days (72 hours), with the notification of the public health department in the county where they live or where they have the declared address upon entering the country, they will be quarantined for a period of 14 days , starting with the fourth day after entering the territory of Romania;

d) persons in transit, if they leave Romania within 24 hours after entering the territory of the country;

e) cross-border workers who enter Romania from Serbia, Ukraine or the Republic of Moldova, as well as Romanian citizens employed by economic operators from the mentioned countries, who upon entering the country provide proof of contractual relations with the respective economic operators;
