Virgil Popescu: Last Minute Announcement, Measures for Millions of Romanians

Virgil Popescu is sending an extremely important message to Romanians all over the country at this time when many people are receiving increased bills for electricity and natural gas services, talking about the bills that should be considered as being drawn up erroneously.

Virgil Popescu also talks about the obligation of suppliers to correct invoices of this kind automatically so that people do not have to pay them, and the disconnection and suspension of the provision of services was also prohibited during the period of application of this customer protection law.

"Some suppliers say that a lot of invoices should not be capped and compensated at them, because the price in the contracts is unchanged, and does not require this, therefore you cannot estimate how many will be redone by the companies.

You can realize that an invoice is erroneously prepared, that it is not made in accordance with the law, if it seems to you that the price is different, it is higher, than the one you were currently paying, in the similar month of the year last. If it has neither ceiling nor compensation, then the invoice is not in accordance with the law.

There is also the situation where capping does not apply, but the price in the invoice is caught in an old contact, at the level of last year, and then it does not require either compensation or capping. In this case, the price on the invoice does not increase, if it is wrong, the first indication is the higher price.

If I don't have capping and compensation in the invoice, then it is very likely that the invoice is erroneously made, does not meet the conditions of the law, and that the capping and compensation mechanisms are not applied. In this situation, in order to avoid the request from the consumer, we adopted an ordinance by which we oblige the suppliers to redo the invoices in 15 days without penalties.

We have stopped the disconnection, or suspension of supply, for all domestic electricity and natural gas customers for the entire period of validity of the law. We stopped it because a very large number of invoices were issued, and there is a risk of abuse by suppliers towards customers."
