The Minister of Health Last Minute Important Official Measures Decided Romanians

The Minister of Health has taken an extremely important decision that brings to the attention of all people a last-minute measure that will be applied throughout Romania, and this is because we are talking about a new order that targets biocidal substances that are bought by health facilities.

The Minister of Health signed the decree that you can see below, and which contains a series of explanations regarding how biocidal substances can be purchased by medical units, the measure being an extremely important one.

"Order no. 1.082/731/2016 for the approval of the standard award documentation model regarding the purchase of biocidal products was developed taking into account: the need to standardize the documentation related to the award procedures of the public purchase contracts of biocidal substances carried out by the sanitary units.

Following the amendment of the Order of the Minister of Health, the Minister of Environment and Forests and the President of the National Sanitary Veterinary and Food Safety Authority no. 10/368/11/201 approval of biocidal products, Appendix no. 3 to the Order of the Minister of Health and the President of the National Agency for Public Procurement no. 1.082/731/2016 for the approval of the standard award documentation model for the purchase of biocidal products is no longer applicable and can no longer be used for the preparation of files in the procurement procedures.

Removal of specific mentions from the standards, as well as some standards because EN 14885 has been updated and is constantly updated with new standards for the medical field, such as bactericidal and yeasticidal activity (EN 16615, EN 16616), sporicidal (EN 17126) , virucidal (EN 16777, EN 17111) and tuberculocidal/mycobactericidal (EN 16615, EN 16616) activities.

According to the provisions of the order in force, the test reports requested for approval must be issued after the publication date of the EN 14885:2015 standard, it was found that some tests submitted by the applicants present the date of the analyzes long before the publication of the mentioned standard, but with the date of issue after the date of publication of the EN 14885:2015 standard.

Eliminating the reference to the manufacturing lot number and expiration date. The manufacturing lot number and expiration date cannot be communicated during the auction phase because it is not known which lot will be delivered. At the time of the auction, it is possible to have the product with one lot number in stock, and for delivery to have another. Eelimination of the mentions regarding disinfection, conditions, criteria and because these aspects are regulated by Order of the Ministry of Health, separately Ministry of Health Order 961/2016 was repealed and replaced by WHO 1761/2021."
