The Minister of Health made a last-minute announcement with a very important decision taken at a high level for millions of Romanians, and this is because the government authorities are looking for methods to improve the progress of the PNRR objectives.
The Minister of Health decided to supplement the number of state secretaries within the ministry, but also the establishment of a special direction to implement and monitor the PNRRR for health-related objectives, thus everything being detailed in the order below which was published in the Monitorul Official of Romania already.
"By GEO no. 155/2020 regarding some measures for the development of the PNRR necessary for Romania to access repayable and non-repayable external funds within the MRR, and GEO no. 124/2021 regarding the establishment of the institutional and financial framework for the management of European funds allocated to Romania through the Recovery and Resilience Mechanism, as well as for the modification and completion of GEO no. 155/2020 regarding some measures for the development of the PNRR necessary for Romania to access repayable and non-repayable external funds within the Recovery and Resilience Mechanism.
A series of attributions were established for the Ministry of Health regarding the implementation of the reforms and investments included in Romania's PNRR. By HG no. 496/2022, the PNRR Implementation and Monitoring Directorate was established, a specialized structure in order to implement the reforms and monitor the stage of meeting the targets and benchmarks regarding the National Recovery and Resilience Plan necessary for Romania to access reimbursable external funds and non-refundable within the MRR.
In order to improve the activity at the level of the Ministry, in order to fulfill the functions and duties in optimal and efficient conditions, as well as to better coordinate the additional tasks of the Ministry related to PNRR and ANDIS, through the draft decision of the Government it is proposed to increase the number of secretaries of state within the ministry.
Considering the complexity and specific attributions of the newly established structure, the PNRR Implementation and Monitoring Directorate, in order to achieve the objectives and purpose of this structure, so that the reforms specific to the health field are implemented, the establishment of the National Agency for Health Infrastructure Development.
Specialized body of the central public administration in the field of health, whose main role will be the development of the health infrastructure, it is necessary to supplement the number of state secretaries within the ministry with a state secretary. It is also necessary to supplement the total number of positions within the ministry with four positions, related to the cabinet of the secretary of state."
