The Minister of Health made an extremely important last-minute announcement for millions of Romanians from all over the country, one that has national importance, and this is because Romania's proposal to establish a Center of Excellence of the Regional Office for Europe in Bucharest was accepted of the WHO.

"At the proposal of the Ministry of Health, the Government of Romania approved in today's meeting, September 21, 2022, the Memorandum for the approval of the establishment of the inter-institutional working group for the establishment of a Center of Excellence of the Regional Office for Europe of the World Health Organization (WHO) in Bucharest, in Romania.

The document approves the creation of an inter-institutional group, at the level of secretary of state or assimilated with this function, under the coordination of the Ministry of Health, for the advancement of proposals for the organization and operation of a Center of Excellence as a body of WHO Europe. The working group will include representatives of the Ministry of Foreign Affairs, the General Secretariat of the Government, RAPPS and the Public Health Department of the Presidential Administration.

Representatives of the Ministry of Finance can also participate in the meetings of the working group. The establishment of a regional Center of Excellence in Romania is part of the WHO Europe initiative dedicated to assessing the impact of behavioral and cultural elements on health. WHO aims to provide expertise in this area to Member States.

Understanding the perspectives that can help build a culture of health will allow the population to develop preventive behaviors, make the right choices in their daily lives and in the way they use health services. The initiative aims to: support interested countries, as well as regional and sub-regional structures, to identify opportunities to adopt and create good practices in promoting a culture of health; to produce a compendium of best practices to make policies, processes, procedures and regulations culturally appropriate, people-centred and user-friendly, with a particular focus on including patient experience information in policy development.

Establishing a resource center for emerging research on behavioral and cultural factors affecting health behavior. The presence in the capital of Romania of such a regional Center of Excellence is a recognition of our country's involvement in the development of public health policies at the international level and contributes to increasing Romania's prestige."
