DSU Romania Continues Controls in Entertainment Premises to Check Safety Measures

DSU Romania announced the results of new controls carried out last weekend in Romania to check the conditions under which entertainment venues in various areas of the country are operating, to check if the activity is being carried out safely.

For the safety of those who choose to spend their free time in entertainment venues, by order of the Secretary of State, Head of the Department for Emergency Situations, Dr. Raed Arafat, this weekend (November 18-20), the prevention inspectors carried out unexpected control actions at 301 economic operators from all the counties of the country and the municipality of Bucharest. The actions were coordinated from the central level, by the IGSU.

The missions aimed at objectives with agglomerations of people, and the main goal pursued was to verify compliance with the maximum number of users and the accessibility of escape routes.

Following the control actions carried out during the reference period, for the serious violation of the fire safety requirement, by exceeding the maximum number of users, at 6 of the checked objectives, 1 from the municipality of Bucharest, 1 from the municipality of Brașov, 1 from the municipality of Iași, 1 from the municipality of Baia Mare, 1 from the municipality of Deva and 1 from the county of Bacău, a fine of 100.000 lei was applied (as the main sanction) and the complementary sanction of stopping operation for a period of 60 days. Sanctions are provided by Law no. 307/2006 on fire protection. At the same time, the checks carried out at the economic operator in Baia Mare revealed the fact that he was operating without having a fire safety permit.

At another two of the targets checked in Sibiu county and Bucharest city, it was found that the number of users was exceeded, without having reached the 10% threshold that would require the operation to stop, fines of 50.000 lei and 30.000 lei respectively were applied for non-compliance with the requirements that were the basis for issuing the fire safety permit.

In addition to the aspects mentioned above, checked mainly by the prevention inspectors, our colleagues found another 766 non-conformities in the field of fire safety (75 of the deficiencies being resolved during the controls), sanctioned with 387 warnings and 281 fines, in amount of 1.539.000 lei.

Thus, during the checks, our colleagues identified 46 objectives that did not have a fire safety permit or other violations related to the improper use of escape routes, technical means of fire protection, including non-compliance with the ban on smoking in public spaces closed.

Since the security of those who choose to spend their free time in such locations is paramount, these actions will continue in the next period and will also target existing objectives in municipalities, cities and communes in the country.

The permanent character of the fire protection activity, established by law, can only be ensured by the involvement of the representatives of the existing objectives at the national level in observing, at every moment, the safety measures, including those aimed at the maximum number of users provided for by law.

We do not aim to sanction violations, but to find out how security measures are respected, which would provide extra safety for each of us.

Following the control actions that began at the end of last week, for the serious violation of the fire safety requirement, by exceeding the maximum number of users, a fine was applied to 4 of the verified objectives, 3 from the municipality of Iași and 1 from the municipality of Bucharest in the amount of 100.000 lei (as the main sanction) and the complementary sanction of stopping operation for a period of 60 days.

Also for exceeding the maximum number of users, a fine of 50.000 lei was applied to another objective in Cluj county, which does not fall within the criteria established for stopping operation, for non-compliance with the conditions that were the basis for the issuance of the fire safety authorization and the finding the loss of validity of this act of authority.

In another case, at one of the economic operators checked in the city of Bucharest, where it was also found that the maximum number of users was exceeded, but without reaching the threshold for a serious violation of the fire safety requirement (up to 10% of the number maximum established, according to the law), a fine of 30.000 lei was applied.
